Кадровый день у председателя Витебского облисполкома. Назначены новые руководители
Traditionally, when approving the appointment of new leaders or extending contracts for current top managers, the chairman of the regional executive committee assesses the economic situation in the relevant regions and enterprises, and briefly outlines his vision for their further development prospects. This week's personnel day was no exception.

Traditionally, when approving the appointment of new leaders or extending contracts for current top managers, the chairman of the regional executive committee assesses the economic situation in the relevant regions and enterprises, and briefly outlines his vision for their further development prospects. This week's personnel day was no exception.

This time, the Braslav district had a peculiar "benefit performance". The candidacy of **Sergey Rakov**, former director of the "Euroopt" store in Braslav, has been approved for the position of **Deputy Chairman of the District Executive Committee**. Contracts have been extended for the directors of OJSC "Mezhany" Olga Bolochko and "Olsyanka" Pavel Bogorod.

30-year-old Sergey Rakov will be responsible for economic issues in the district. He will have to pull a very difficult cart of problems without hope for quick financial inflows into the district budget, as there is no industry in the region, the rural areas are neglected, and the necessary infrastructure for developing tourism potential is lacking.

The new deputy chairman of the district executive committee understands all this. And he agrees with Nikolay Sherstnev, who considers the current situation a consequence of the lack of a competent development strategy for the district linked to existing realities. At this stage, the task of the new deputy chairman of the district executive committee is to stabilize the region's economy and consistently bring enterprises to profitable operation.

Olga Bolochko has been the director of **OJSC "Mezhany"** for the fourth year and is well aware of the weak points in the economy of her agricultural enterprise. The most painful issue is the catastrophic shortage of machinery: there are about 168 hectares of arable land per tractor, which does not allow meeting the sowing deadlines stipulated by technology and obtaining good harvests.

Another common problem for the Braslav region is wild boars, which devastate grain crops like a steamroller and also thoroughly "plow up" clover and fodder grasses. How can one talk about providing the cattle herd with its own concentrates! "Mezhany" has been forced to import feed since 2008. The farm barely manages with a herd of 720 cows, and a meager diet in 2014, for example, yielded only 1600 liters of milk per cow. In such a scenario, the average salary in the agricultural enterprise does not exceed 2 million rubles.

The head of the region believes that this situation cannot continue. The solution lies in not scattering forces and resources in different directions, but concentrating them on the development of beef cattle breeding. In parallel, more attention should be paid to rabbit farming. After all, "Mezhany" is the only agricultural enterprise in the region engaged in this activity, and its products are in demand by the Orsha Meat Processing Plant for the production of baby food.

Pavel Bogorod, director of OAO "Olsyanka", also spoke about the need for changes in the agricultural production of the Braslav region. An experienced agronomist, he has been managing the farm for 13 years and sees that the current structure of agricultural land in the district does not match the soil structure. However, there are top-down assignments for sowing spring and winter crops, and a state order for grain delivery to the state, which prevents fundamental changes.

The head of the region believes that the 19.3 centners of fodder units obtained in "Olsyanka" per hectare of agricultural land is a meager result. Any enterprise needs to achieve about three times more for a normal economy. This is possible with a responsible approach to business. It is in the land that the main reserve of the region's agro-industrial complex lies, Nikolai Sherstnev is convinced.

Taking into account the problem raised, the Committee for Agriculture and Food of the Regional Executive Committee has been instructed to thoroughly develop crop rotation for each agricultural enterprise.

The candidacy of Sergei Chepik, who headed OJSC "Kuropoly-agro", has been approved for the position of First Deputy Chairman of the Postavy District Executive Committee. He will be responsible for the region's agricultural sector, and the Chairman of the Regional Executive Committee emphasized in his farewell address the need for strict adherence to the cultivation technology for each agricultural crop.

– A leader responsible for agricultural policy must first and foremost be a technologist. Practice shows that specialists in the regional agricultural departments lack the necessary knowledge, which leads to many problems, – noted Nikolai Sherstnev.

OJSC "Lepel Dairy and Canning Plant" has been a constant headache for the regional administration in recent months.

The enterprise's main problem is high indebtedness. Loan interest "eats up" a lion's share of revenue from product sales. Ill-conceived marketing policies prevent timely payments to farms within the plant's raw material zone, in turn pushing farmers into debt bondage.

The head of the region believes that the operating scheme in dairy production needs to be fundamentally changed. Service groups should be created at processing plants for the maintenance and repair of milking equipment at dairy farms and complexes. Who, if not the processors, is interested in high-quality milk?

These problems are to be addressed by Alexei Sadovsky, who has been approved for the position of Director of OJSC "Lepel Dairy and Canning Plant" and previously worked there as Deputy Director for Economic Affairs.

Lyudmila Mamoyko, who was appointed Director of SKhUP "Svitino-VMK" and previously served as deputy head of the enterprise, has good starting conditions for further work. The enterprise focuses on pig farming, and although ASF once undermined its financial well-being, its profitability is still positive, with revenue per employee in 2014 amounting to 218 million rubles. However, since the villagers, like everyone else, receive "cash" for the milk they sell, the head of the region instructed the new director to prioritize increasing the productivity and number of dairy cows.

Pork is a profitable sector, but good weight gain requires grain, the cultivation of which is costly in the Vitebsk region. Positive profitability can only be achieved by ensuring a yield of more than 40 centners per hectare. Currently, "Svitino-VMK" has reached this level, and for wheat and triticale, the indicator is expected to be even higher. Last year, however, the yield did not exceed 24 centners. Nikolai Sherstnev attributes this significant progress to the farm's focus on grain crop cultivation technology – timely sowing and the almost complete application of necessary fertilizers. This serves as a clear example for other farms in the region.

Among the managers who received approval for their appointments are Andrey Mikhasyov, Director of OAO "Svyaz' tekhnika", and Oleg Petrov, Deputy Head of the State Institution "Administration of the Vitebsk Free Economic Zone".

Contract extensions have also been approved for Sergey Zemchenok, Director of OAO "Postavyfurniture", Vladimir Minkov, Director of "Yakubovo-Agro" in the Dubrovno district, and Evgeny Larichev, Director of UP "Vitebsk Regional Printing House".

– The duty of a leader is to improve the lives of the team entrusted to them, – said the Chairman of the Regional Executive Committee in conclusion. – If they do not ensure the further development of the enterprise, then they are not in their rightful place.
