How inefficiently used property is brought into circulation in Glubokoye and private initiative is supported

Как в Глубоком вовлекают в оборот неэффективно используемое имущество и поддерживают частную инициативу
A field presidium of the regional Council of Deputies was held in Glubokoye. The important meeting discussed the issue of the local authorities fulfilling the assignment of the President of the Republic of Belarus on increasing the efficiency of state property management, improving the structure and composition of state assets. The involvement of ineffectively used state property in economic circulation was also discussed.

– There are many dynamically developing regions in the Vitebsk region that are worthy of being examples for others, – noted the Chairman of the Regional Council of Deputies, Vladimir Terentyev. – Glubokoye is remarkable for its special atmosphere of goodwill and effective assistance in the development of entrepreneurship and private initiative. It is not for nothing that the district was named the best for business among regions with a population of less than 50,000 people several years ago.

In terms of the concentration of private enterprises per thousand inhabitants, the lake region ranks fifth in the region after Vitebsk, Orsha, Polotsk, and Novopolotsk. There are many modern retail facilities in the city and rural areas, individual entrepreneurs, and firms providing a wide range of services, including medical ones. All this complements the positive image of the lake region.

Support for private initiative aimed at opening new enterprises and productions guarantees the creation of vacant jobs and an increase in tax revenues to the budget. The participants of the field presidium noted that this also contributes to increasing the efficiency of state property use in the district and solving issues related to the improvement of settlements and bringing order to the land.

– To interest and attract investors, to convey to them information about the opportunities for business development based on unused facilities is one of the most important tasks for local authorities, – emphasized Vladimir Terentyev. – We should work more actively with the population in terms of providing comprehensive information, paying special attention to initiative youth who wish to bring exciting projects to life.

– Our goal is for the existing real estate to work effectively, – emphasized Tatyana Konstantinovа, Deputy Chairperson of the Glubokoe District Executive Committee. – By the way, the total area of capital structures and isolated premises owned by the Glubokoe district is almost 440 thousand sq. m. The utilization rate of state property in the district reaches 92.7%.

According to Tatyana Nikolaevna, communal property organizations have concluded 65 lease agreements and 37 gratuitous use agreements.

Small and medium-sized businesses have been leased almost 1.7 thousand sq. m of state real estate.

Last year, the total amount of rent was 80 thousand rubles, and more than 30 thousand were transferred to the budget. There are no rent arrears to the budget from the residents of Glubokoe.

Speaking about the identification of unused and inefficiently used state property subject to involvement in economic circulation, the participants of the field presidium focused on the fact that last year six facilities located in the Glubokoe district were sold at auctions. The prices for some of them increased several times during the bidding.

Tatyana Nikolaevna spoke about successfully implemented projects, in particular about the expansion of the woodworking production of the "Berestadrev" enterprise. By attracting investments, it is planned to create five new jobs, purchase a multi-rip saw and a circular sawmill. This will help expand the range of export-oriented products and increase production volumes.

Participants of the field presidium familiarized themselves with the roadside service facility – the "Veronika" cafe. Seven years ago, the "Olvid-Service" CJSC was gratuitously transferred a warehouse building on the balance of the district housing and communal services for the implementation of an investment project to organize a retail store in the village of Orekhovno. In subsequent years, the facility was converted into a catering establishment with 35 seats.

Deputies of the regional council also visited the production base of "V Azhure" PE PTUP, created within the framework of an investment project, the recently opened "Lux" retail facility of "Market Product" LLC, and visited the "U Yakimovicha" estate.

An important topic is the involvement of property of bankrupt enterprises in economic circulation. Using the example of the "Kuptsov" plant, it can be said that they also have a future. The premises of the processing enterprise now successfully house a hotel, a cafe, a number of retail outlets, etc. In total, over 100 people are employed.

In total, according to Viktor Zaitsev, Chairman of the Committee for State Property of the Regional Executive Committee, the unified register of state property in the region accounts for over 63.4 thousand buildings, structures, transmission devices, and isolated premises, with a total area exceeding 9.9 million square meters.

In 2018, the committee announced 644 auctions. A total of 245 real estate objects were put up for auction. At 72 successful auctions, 82 real estate objects were sold for more than 2.7 million rubles.

The off-site presidium discussed key innovations of Decree of the President of the Republic of Belarus No. 169 "On the disposal of state property", conducted monitoring of management bodies and legal entities on the involvement of unused property in economic circulation, as well as on the exercise of control over the fulfillment of contractual obligations by the new owner.

By the way. In 2018, budget revenues from the use and sale of property owned by the Vitebsk region and its administrative-territorial units amounted to 28.2 million rubles, including 4.4 million rubles from the sale of property.
