The KGBK notes the degradation of the centralized water supply infrastructure in the villages of the Vitebsk region

August 8, Vitebsk / Diana Kurilo - BELTA/. The Vitebsk Oblast Committee for State Control notes the degradation of the centralized water supply infrastructure in the villages of Vitebsk district. This conclusion was reached by the committee's specialists after monitoring the implementation of state and regional programs for water supply and sewerage "Clean Water," the Oblast Committee for State Control informed a BELTA correspondent.

"The centralized water supply infrastructure for rural settlements, created in the past, has become dilapidated and degraded," the Committee for State Control specialists are concerned. For the past two years, UP ZhKKh "Vitraykomkhoz" has not fulfilled the district program's target for repairing existing water supply facilities. In 2009, repairs of water pipelines were not carried out in 14 out of 28 planned settlements, and in 2010, in 16 out of 37, respectively. The 60 artesian wells, 41 water towers, and 93 km of water pipelines located in the rural settlements of Vitebsk district, accepted from agricultural organizations in 2008-2010, were in unsatisfactory condition. According to the survey results conducted by the enterprise's specialists, all wells require pavilion repairs and the establishment of sanitary protection zones for water sources to prevent sand from entering the pumped water, 18 wells need flushing, and two wells require major repairs. However, the Vitebsk District Executive Committee has not allocated the necessary funds in the amount of Br942 million to bring the artesian wells into proper condition. Due to the lack of funds, annual planned maintenance and repair work, including mechanical, chemical, or combined well regeneration, is not carried out at the wells. The situation with the unsatisfactory condition of wells is confirmed by appeals from district residents to the Committee for State Control.

During control measures for the implementation of the state program, the Committee for State Control specialists noted that the Tolochin District Executive Committee had not developed a district program "Clean Water" for 2006-2010, and district measures for water supply and sewerage were drawn up formally, with no funding sources provided.

Furthermore, the KGB considers that the operation of constructed iron removal water treatment plants in the region is poorly organized. Based on the results of drinking water quality monitoring, cases of non-compliance with sanitary standards have been identified in the water supply systems of settlements equipped with iron removal plants, regarding turbidity and iron content in the Miory and Vitebsk districts. Instrumental accounting of the volumes of water pumped and used is not provided everywhere.

Water supply issues for settlements remain under the control of the regional KGB, and the performance of responsible officials will be assessed at a meeting of the regional committee.-0-
