The Committee for State Control notes shortcomings in the work of supervisory bodies in the Vitebsk region

May 11, Vitebsk / Olga Bogacheva - BELTA /. The Committee for State Control (KGC) has identified a number of shortcomings in the work of supervisory bodies in the Vitebsk region, the KGC of the Vitebsk region informed a BELTA correspondent. The issue of compliance by the region's controlling and supervisory bodies with the requirements of Decree No. 510 "On Improving Control (Supervisory) Activities in the Republic of Belarus" and measures to increase the efficiency of their activities in light of Directive No. 4 "On Developing Entrepreneurial Initiative and Stimulating Business Activity in the Republic of Belarus" was considered at the department's board meeting. In general, during the period since 2010, the supervisory bodies of the Vitebsk region have ensured the implementation of the decree's requirements for organizing and conducting inspections. Their number has significantly decreased, and coordination of activities has been ensured. At the same time, a number of significant shortcomings and violations in planning, organization, implementation of supervisory activities, and preventive work are noted. Thus, the number of inspections planned and conducted by the region's supervisory bodies remains high. For example, in the first half of the current year, the region's supervisory bodies plan to conduct 4.4 thousand scheduled inspections, or 60% of the total number. In violation of the established procedure, when executing coordination plans, some supervisory bodies failed to send notifications to the KGC of the Vitebsk region about the exclusion of inspections from coordination plans, the need for which had disappeared. Violations were allowed in the appointment and conduct of inspections. In particular, in the first half of 2010, the KGC of the region established one case of an inspection being conducted and prevented the conduct of 9 inspections of entities that had been registered for less than two years. Cases of non-compliance with the requirements of the legislation in the processing of inspection materials (orders, acts) were revealed. In a number of cases, there was a lack of proper control by officials of the inspected supervisory bodies over the implementation of orders to eliminate violations issued to the inspected entities. For violations committed in filling out inspection records, appointing and conducting inspections, forming and executing coordination plans for control (supervisory) activities, 31 officials were brought to disciplinary responsibility by the KGC of the Vitebsk region in 2010, and 24 in January-April of the current year. At the same time, 89% of all officials brought to responsibility are representatives of supervisory bodies. In addition, the heads of the supervisory bodies of the Vitebsk region have been instructed to take exhaustive measures aimed at preventing similar violations in the future and ensuring unconditional compliance with the requirements of Decree No. 510 and the provisions of Directive No. 4.
