The KGBK checked the progress of involving unused property into circulation in seven districts of the Vitebsk region
The KGB has checked the execution of work schedules for the involvement of unused property in economic circulation in seven districts of the Vitebsk region (Sennensky, Ushachsky, Miorsky, Dubrovensky, Lioznensky, Chashniksky, and Shumilinsky), the Committee of State Control of the region informed BELTA.
Specialists found that the balance holders had not carried out conservation work for 36 facilities, and demolition and dismantling work for 14 facilities in the established manner. At the same time, the district executive committees of the inspected regions reported to the Vitebskoblimushchestvo fund in January 2013 about the completion of all work.
For example, the Ushachsky District Executive Committee, based on the results of work for 2012, reported on the completion of all measures provided for by the calendar schedule for the involvement of unused property in economic circulation, concerning 29 unused facilities (of which 6 facilities were involved in circulation, 4 were written off, and 19 were put into conservation). During the study of this issue with a site visit, KGB specialists found that the information provided to the Vitebskoblimushchestvo fund by the Ushachsky District Executive Committee was not true. The local executive committee overestimated by 1 unit the number of written-off unused facilities and by 8 - the number of conserved ones. In fact, the schedule for involving unused facilities in circulation was not completed. The planned measures were carried out for 20 out of 29 facilities, which corresponds to 69%. At the same time, the Ushachsky District Executive Committee reported 100% completion of the schedule.
As a result of the control and analytical measures and inspections on the specified issue, 53 responsible persons were brought to disciplinary action. 8 dismantled written-off real estate objects with a total value of Br1.7 billion were accepted for accounting. The results of the inspections, as well as the monitoring, were considered at the board meeting of the Committee of State Control of the Vitebsk region. Currently, the issue of bringing the responsible persons to administrative responsibility is being considered.
