The Committee for State Control considers the waste collection work in the Vitebsk region to be ineffective

КГК считает неэффективной работу по сбору отходов в Витебской области

The Committee of State Control notes the inefficient operation at all stages of waste collection in the Vitebsk region, as reported to a BELTA correspondent by the Regional State Control Committee.

The Regional State Control Committee monitored the organization of glass waste collection generated by enterprises and the population of the Vitebsk region. In accordance with the State Program for the Procurement and Processing of Secondary Raw Materials in the Republic of Belarus for 2009-2015, the region was set targets for glass waste collection for 2012 - 13 thousand tons, and for 2013 - 18 thousand tons.

According to the Regional State Control Committee, the target for glass waste procurement for 2012 for the region as a whole was met by only 25.6%. Of the 21 districts in the region, only 2 districts fully met the target.

An examination of the waste management organization at the municipal enterprise "Spetsavtobaza of Vitebsk" revealed that the enterprise transports municipal waste to a landfill for disposal. In 2012, out of almost 250 thousand tons of waste received at the landfill, only 0.2% was sorted and sold to procurement organizations and processing enterprises for Br578.9 million, including 8.7 tons of glass for Br1.4 million. In the opinion of the control department's specialists, this indicates an extremely low level of sorting of municipal waste, considering that mixed household waste is collected in areas with apartment buildings equipped with garbage chutes. Not all waste collection sites in areas with apartment buildings without garbage chutes are equipped with containers for separate glass collection. For example, in the Oktyabrsky district of Vitebsk, only 17.4% of the waste collection sites were equipped with containers for glass collection.

The monitoring showed inefficient organization of work at all stages of waste collection, resulting in the failure to meet the targets of the State Program. The Regional State Control Committee believes that the current situation is due to a lack of specialized equipment, machinery, and financial resources, as well as a low level of sorting of municipal household waste.
