The Vitebsk Regional Control Committee initiates the development of a professional code for housing and communal services workers

April 17, Vitebsk / Sergey Kochetov - BELTA /. The State Control Committee of the Vitebsk region is initiating the development of a professional code of conduct for housing and utility management employees, following an inspection of the effectiveness of the use of books of remarks and suggestions in housing and utility enterprises and their structural divisions in Vitebsk. This was reported to a BELTA correspondent by the State Control Committee of the region. In total, for 2009 and the first quarter of the current year, about 700 appeals were registered in the books of remarks and suggestions of the housing and utility enterprises of the regional center and their structural divisions. The largest share of these appeals concerns personnel performance (13.4%) and payment for housing and utility services (12.4%). A significant portion of remarks also relates to problems with hot water supply, cleaning and sanitation, and roof repairs. During the inspections, cases of untimely recording of the results of citizen appeals review and violations of deadlines for reviewing remarks and suggestions were identified. In some housing and utility enterprises, received complaints were not fully considered, and repeated entries were made in the books. An analysis of the remarks recorded in the books indicates a negligent performance of duties by the employees of the housing and utility enterprises. For example, many current issues are resolved only after remarks are entered into the books. Citizen remarks are not analyzed to take effective measures to eliminate shortcomings that cause constant and widespread appeals. In some cases, rude and incorrect behavior of housing and utility enterprise employees served as a reason for making entries in the books. Furthermore, cases of incomplete consideration of complaints on certain issues raised by citizens were revealed. Based on the inspection results, the State Control Committee of the Vitebsk region has made proposals to improve the work of housing and utility enterprise specialists with citizen appeals, including through the use of information technologies. For instance, controllers suggest organizing the reception and recording of telephone appeals using computer equipment and appropriate software. Additionally, housing and utility enterprises need to ensure the analysis of citizen requests and remarks to identify and eliminate shortcomings that may lead to mass and recurring appeals. -0-
