The Vitebsk Regional Control Committee has uncovered embezzlement of materials in road management organizations

April 6, Vitebsk / Olga Bogacheva - BELTA /. The Vitebsk Regional Committee of State Control, during joint inspections with the Department for Combating Economic Crimes (DCEC) of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee of a number of road management organizations in the region, has established facts of embezzlement of property paid for with budget funds. This was reported to a BELTA correspondent by the Regional Committee of State Control. In particular, the heads of intermediary structures, abusing their official powers, in collusion with officials of road management organizations, used forged documents on the movement of goods and materials and thus embezzled 156 tons of petroleum bitumen for Br384 million. By their actions, they caused damage on a large and particularly large scale. The embezzlement was facilitated by numerous violations of the procedure for оформление primary accounting documents: waybills for the transportation of asphalt concrete mixtures, formal inventory of materials. For example, in one of the organizations, to conceal the facts of bitumen embezzlement, fictitious incoming and outgoing documents on the movement of materials of third-party organizations were drawn up. In addition, as a result of non-compliance with the approved material consumption rates for the production of asphalt concrete mixtures, bitumen was unreasonably written off. Annual inventory of materials by all inspected enterprises was carried out formally. Inventories conducted during the inspections revealed shortages. The inspections also noted that the accounting system used in the organizations did not provide complete and reliable information on the movement of materials and did not allow for daily analysis of material write-offs in production. Based on the results of the inspections, the Internal Affairs Directorate of the Vitebsk Regional Executive Committee has initiated five criminal cases against seven officials. Inspections are ongoing. -0-
