The Regional Committee of State Control has developed a monitoring schedule for farm reconstruction work. In 2012, work is to be carried out at 228 dairy farms in the Vitebsk region. According to operational information from the regional agricultural production department, as of mid-April, work on farm reconstruction had begun at 145 facilities in 20 districts of the region. As of April 16, 195 dairy farms had been inspected in the region. 168 sets of design and estimate documentation for reconstruction are available, with another 40 ordered. For construction and installation work, agricultural organizations in the region have purchased one milking parlor, with plans to acquire 29 more. Of the required 181 milk pipelines, 16 have been purchased. 6 sets of stall equipment have been purchased, with a need for 68. Control and analytical measures carried out by the Regional Committee of State Control in early April in five agricultural organizations in the Tolochin district, where reconstruction and re-equipment of dairy farms are planned, revealed that work on farm building reconstruction had begun in only two farms, while three farms had not started construction work as of the date of the visit. A similar inspection of six agricultural enterprises in the Dubrovno district found that work on farm building reconstruction had begun in four farms, while two farms had not yet started construction work. According to the Regional Committee of State Control, the main reasons for the delay in construction work on dairy farm reconstruction were the lack of working capital and the inability to carry out building reconstruction work due to the presence of livestock. -0-
