The KGB identified violations in the activities of the Youth Sports School "Albatros"

The Vitebsk Regional Trade Union Children and Youth Sports School for Kayaking and Canoeing "Albatros" has had violations in its economic activities and the organization of the educational process revealed by the Committee of State Control, the regional CSC reported to BELTA.

Facts were established where coaches combining work in two institutions were forming groups with the same students. Moreover, CSC controllers who attended training sessions in March-April 2013 found that classes were not being held according to the established schedule. The schedule was drawn up in such a way that children could not attend sports activities due to their studies at general education schools.

One of the coaches, working in three organizations (Orsha City Center for Physical Culture, Tourism and Local Lore for Children and Youth, DYUSSH "Albatros", and the Olympic Reserve Center), partially formed groups with students who were simultaneously registered in several organizations.

In addition, facts were established of children being on the group lists who had never attended classes. For example, in the 2011/2012 academic year, one of the coaches formed a group for initial training with the minimum possible number of students – ten, but, as established by the audit, three students did not attend classes, and a fourth attended training once a week. This academic year, the "tradition" was maintained – four students did not attend classes, one of whom had been studying at the Novopolotsk State Olympic Reserve School since September 2012. At the same time, according to the coaching and teaching work log, the students regularly attended training sessions. As the coach explained, he hoped that the students would train, so he advanced their training sessions. Another new "method" of conducting training sessions was giving instructions by phone. This is how he explained the presence on the group lists of a teenager who had moved to the regional center to study as a cook.

Regarding the economic activities of the Children and Youth Sports School "Albatros", it was found that the institution did not compensate for utility costs to state-funded organizations for the gratuitous use of their sports facilities. Only during the inspection did the institution return Br23 million to the state-funded organizations.

Based on the inspection results, the administration of the Children and Youth Sports School "Albatros", under the guidance of the Vitebsk Regional Sports Club of Trade Unions, must bring order to the training process and economic activities. The issue is under the control of the Vitebsk Regional Control and Committee, including the prosecution of those responsible.

In 2012, over Br117 billion was allocated for the maintenance of 61 educational and sports institutions in the Vitebsk region (which were attended by about 22,000 students). More than 90% of these funds are state funds (budget and social protection fund). Out of the total number of educational and sports institutions in the region, 14 were established by trade unions. They were attended by almost 6,000 students during the past academic year.
