The KGBK revealed inefficient use of budget funds during the repair of schools in the Vitebsk region
July 6, Vitebsk / Diana Kurilo - BELTA /. The Vitebsk Regional Committee of State Control has uncovered instances of inefficient use of budget funds allocated for the repair of educational institutions in the region. The results of the inspection were announced today at a meeting of the committee's board, according to a BELTA correspondent.
Vasily Maksimov, Chairman of the Vitebsk Regional Committee of State Control, emphasized: "The health, education, and ultimately the future of the country depend on the conditions in which children study and are brought up." The inspection revealed numerous instances where budget funds were directed towards financing new repair projects, while there was a lack of funding to complete works that had been started 3-4 years ago. In the Senno district, repairs were initiated in three schools, but not a single project was completed. Similar cases were identified in Tolochin, Liozno, and Vitebsk. Moreover, over Br100 million was spent on repairing the buildings of the "Ostrovno" tourist base of the regional association for extracurricular activities, which is used only during the summer period, within 2008-2009.
The Committee of State Control stated that the education department of the regional executive committee failed to fulfill the head of state's directive from 2004 regarding the full funding of emergency facilities, and tenders for selecting repair contractors are being conducted with violations.
In total, the inspections revealed inefficient use of Br5 billion in budget funds and illegal receipt of budget funds amounting to Br99.4 million. Due to shortages of material assets and overestimation of the volume and cost of construction work, damage to state property amounting to over Br100 million was caused.
Ivan Shchurok, Head of the Education Department of the Regional Executive Committee, noted that this is the first such inspection of educational institutions in the region and its results will be beneficial. Based on the materials from the controlling body, five employees of the department have been held accountable. All facilities with unfinished repairs have been taken under control. This year, Br6.7 billion has been allocated from the budget for financing repair work, while the need is Br19.5 billion. -0-
