The KGB discovered embezzlement of funds for the payment of medical care to pensioners in the Senno district

May 4, Vitebsk / Sergey Kotovets - BELTA /. The embezzlement of financial resources intended for the payment of medical and social assistance to pensioners has been revealed in one of the medical institutions of the Sennensky district by specialists of the State Control Committee of the Vitebsk region, together with the Orsha inter-district department of the DFS of the SCC of the region. This was reported to a BELTA correspondent by the regional committee of state control. For almost two years, an employee of one of the hospitals received money from elderly patients as compensation for the costs of providing medical and social assistance. Elderly citizens often could not receive pensions on their own, so the employee of the institution received them on their behalf without powers of attorney, allegedly for subsequent deposit into the hospital's settlement account. However, during the inspection, it was found that the money did not fully arrive at the accounts of the medical institution. Thus, from February 2008 to November 2009, the suspect embezzled over Br16 million, causing damage to the institution in a large amount. The woman also made false information and entries in official documents (cash receipt orders and cash books), not reflecting the amounts of financial funds received from the provision of paid medical and social assistance to elderly citizens. The employee of the medical institution has been charged with committing crimes provided for by Part 3 of Article 211 "Misappropriation or Embezzlement" and Part 1 of Article 427 "Official Forgery" of the Criminal Code of Belarus. The criminal case materials have been transferred to court. To prevent similar incidents, state control specialists consider it necessary to legally regulate the procedure for reimbursement of costs for medical and social assistance. Today, the maintenance of medical and social departments in healthcare institutions and territorial social service centers is carried out at the expense of local budgets, and citizens' payments for staying in them are extra-budgetary revenues of such institutions, the SCC of the region explained. At the same time, the procedure for crediting citizens' payments for medical and social assistance is not prescribed by law, and the amount of payment for accommodation and care is established in each district by decisions of the executive committees and amounts to 80% of the pension received by the citizen for territorial social service centers, and 90% for healthcare institutions. The introduction of a unified procedure for reimbursement of costs for medical and social assistance and the collection of fees from citizens will help to eliminate such facts of embezzlement by unscrupulous employees, the SCC of the region believes. -0-
