The book "Justice of Vitebsk Region: A Century-Long History" was presented at the main department of justice of the regional executive committee
Any history is about people. Therefore, the book includes a section "From the First Hands". These are the memoirs of the heads of the department who, in different periods, carried out an important task – the implementation of state policy in the field of justice. Among them are Vladimir Medvedev, Viktor Prannik, Anatoly Leskovets.
— This year, the department has summed up its hundred-year history. The justice system of the Vitebsk region has its own peculiarity, — noted the head of the main justice department, Sergey Konopelko. — If in other regions the history of these state administration bodies is counted from the time of the formation of the Socialist Soviet Republic of Belarus, then in our case it begins somewhat earlier. Thus, on December 15, 1917, the "Regulation on the Administration of Vitebsk Governorate" was adopted, according to which the Vitebsk Provincial Council of Peasants', Workers', Soldiers', and Red Army Deputies' Soviets (Gubispolkom) became the highest body of power and self-government, consisting of 11 sections, including the justice section. On September 30, 1918, the Department of Justice was established. It had four sub-departments: judicial, investigative, notarial, and punitive.
Over the past century, the justice bodies of the region have undergone many transformations and reorganizations. All this is reflected in the printed publication.
— This book can become a starting point in jurisprudence for those who have just entered this field, — said Viktor Prannik. – I think it will be useful for everyone to get acquainted with the history of their profession.
— The justice bodies of our region make a significant contribution to ensuring the effectiveness of enforcement proceedings, improving notarial and advocacy activities, archival affairs and record keeping, and enhancing legal culture in society, — added Sergey Konopelko. — It can be confidently stated that the justice of the Vitebsk region occupies a worthy place in the department's system, solves complex and multifaceted tasks at a high professional level, and continues to contribute to the common important cause — the formation of a legal state.
On the eve of the professional holiday, the best employees received certificates of honor from the Ministry of Justice and the Vitebsk Regional Executive Committee.
