Control activities in the Vitebsk region are planned to be optimized through monitoring
The widespread use of monitoring and the consistency of regulatory and supervisory bodies should reduce the excessive inspection burden on businesses in the Vitebsk region. This conclusion was reached by the participants of a joint meeting of the collegiums of the State Control Committee and the regional prosecutor's office.
Yesterday, a meeting was held dedicated to the results of control over compliance with legislation by regulatory and supervisory bodies of the Vitebsk region and measures to improve the efficiency of their work. It was noted that the number of inspections in the region has not only not decreased, but is growing, and the full implementation of other requirements of Presidential Decree No. 510 of October 16, 2009 "On improving control (supervisory) activities in the Republic of Belarus" is not ensured.
"Violations and omissions are allowed, starting from the planning stage. The proportion of supervisory inspections remains high - 75%, or about 12 thousand per year. Their growth in 2015 was allowed by the State Construction Supervision and State Technical Supervision Inspectorates and the Ministry of Emergency Situations. Unscheduled inspections still constitute the main part, which also saw growth in 2015, particularly due to the State Labor Inspectorate," stated Natalia Nikiforova, Head of the Department for Coordination of Control Activities and Organizational Work of the Vitebsk Regional State Control Committee.
Some businesses in the region were inspected 40 or more times a year, which reduces the entrepreneurial activity of enterprises. When inspectors examine all financial and economic documentation directly on-site, it distracts specialists, such as accountants. "Instead, such a preventive measure as monitoring could be more widely used. This is a form of observation where some analytical measures are carried out, documents are requested from other bodies without direct visits and interference in the company's operations. In addition, monitoring contributes to the early detection and elimination of violations by the business entity itself," explained Natalia Nikiforova. The head of the department for supervision over the enforcement of legislation agrees with this proposal.
the legality of legal acts of the regional prosecutor's office, Irina Yanukovich. According to her, in general, it is necessary to strengthen the interaction of various controlling and law enforcement agencies. "Often, due to lack of coordination, they go to inspect an entity at different times. However, it is possible to combine issues, determine the time and place of a joint inspection. Following the results, measures of responsibility must be taken and controlled up to the compensation of damages by the guilty parties," noted Irina Yanukovich. For violations identified by the committee, 54 officials of controlling and supervisory bodies of the region have been brought to disciplinary responsibility, and 2 more people - to administrative responsibility. Based on the results of the prosecutor's office inspections, 96 officials have been brought to disciplinary responsibility.
