The concept of national security has been approved in Belarus
November 11, Minsk /BELTA/. The concept of national security has been approved in Belarus. The corresponding Decree No. 575 was signed by the President of Belarus Alexander Lukashenko on November 9, BELTA was informed by the press service of the head of state.
The new concept was developed by order of the President. The need for its development has been long overdue. The emergence of new risks, challenges and threats in the world, the exacerbation of global problems of humanity, the imperfection of the existing security architecture and the pressing needs to ensure the further sustainable development of Belarus objectively required the search for new approaches to comprehensively ensure national security.
The concept reflects the results of domestic research in the field of national security conducted from 2006 to 2010, and incorporates the best practices of foreign countries.
Continuity with the previously effective concepts of 1995 and 2001 has been preserved. At the same time, a number of key areas for ensuring national security have been developed, and fundamentally new approaches have been used.
Key concepts have been clarified and expanded. The main spheres of national security have been supplemented by the scientific and technological and demographic spheres. The role and place of Belarus in the context of globalization of international relations have been defined. For the first time, the main national interests are outlined, which represent the totality of the state's needs for the realization of the balanced interests of the individual, society, and the state. The characterization of the current state of national security has been significantly expanded.
While the previous Concept of National Security of Belarus dealt exclusively with the main factors creating threats to national security, in the new one they are significantly expanded and clarified. The concepts of "threats" and "sources of threats," both internal and external, are separated, and a list of them is provided.
A new approach has been implemented regarding the construction of the national security system. The essence, principles, and goal of ensuring national security, the main tasks that need to be addressed to achieve it, and the main directions of this activity have been identified. Based on the general provisions, the composition of the national security system (subjects and forces) and their main powers have been determined.
The creation of a comprehensive strategic planning system is envisaged. The current concept and programs for the socio-economic development of the country are designated as the basis for its documents. For the first time, a system of national security status indicators is introduced, characterizing the current level and dynamics of changes in the national security status in various spheres.
Overall, the new Concept of National Security of Belarus serves as a conceptual and methodological basis for consolidating efforts and increasing the effectiveness of the activities of state bodies and other organizations, and citizens of the country in ensuring national security and protecting its national interests.-0-
