Security measures in Belarus have been strengthened in line with the current situation - Noskevich
Security measures in Belarus have been strengthened adequately to the current situation. This was announced at a meeting of the Vitebsk Regional Executive Committee by the Chairman of the Investigative Committee of Belarus, Ivan Noskevich.
The meeting discussed the progress of the implementation of the Program for Combating Crime and Corruption for 2013-2015 and the implementation of the Comprehensive Program for the Prevention of Offenses in the Vitebsk region for 2015.
Ivan Noskevich provided the latest example that confirms that training and inspections to assess the work of special services are not in vain.
"At night, a young man was detained at the railway station in Minsk. He had two passports, weapons, explosives, and documents confirming his participation in combat operations in Ukraine. Coupled with his inadequate behavior, one can assume that anything could have been expected from him. Therefore, people should not be offended by the fact that enhanced security measures are currently being taken. All of this is absolutely adequate to the situation," stated Ivan Noskevich.
He also drew attention to problematic issues that are characteristic of the Vitebsk region, paying special attention to hooliganism. This is a category of crimes, the prevention and disclosure of which very clearly characterize the work of the entire law enforcement bloc and, in general, public safety.
"In the Vitebsk region, the fewest acts of hooliganism have been committed in the republic. But not everything is so simple. If we take into account that in the region, 3 times more materials are returned to the inquiry bodies than in other regions, and prosecutors agree with these decisions, then perhaps not everything is simple with the qualification of the perpetrators' actions. In the Vitebsk region, there are 2 times more refusals to initiate criminal cases on the grounds of hooliganism than in other regions. Employees of the Prosecutor General's Office conducted checks on the validity of the decisions made to refuse to initiate criminal cases specifically for acts of hooliganism, based on the results of which your practice has been corrected. I believe that this should be paid attention to in 2016," said the Chairman of the Investigative Committee. The Prosecutor General of Belarus Alexander Konyuk and the Deputy Head of the Presidential Administration Igor Buzovsky also took part in the meeting.
