Ministry of Economy: Transport and logistics infrastructure will become a driver of development for the Orsha region

The transport and logistics infrastructure will become a driver for the development of the Orsha district of the Vitebsk region. This was discussed at a meeting of the working group on developing a comprehensive development program for the Orsha district for the period up to 2020, which was held at the Ministry of Economy under the chairmanship of Deputy Minister of Economy Alexander Chervyakov, the ministry's press service reported.

The meeting discussed the current and projected socio-economic development parameters of the Orsha district for the period up to 2020, in conjunction with the head of state's instruction to bring the district's growth rates above the regional average. Alexander Chervyakov identified four key areas of the draft program designed to ensure the development of the Orsha district in the near future: industry, the agro-industrial complex, transport and logistics, and the development of small and medium-sized enterprises, and outlined growth points for each. Regarding the industrial block, the current tasks include restoring the stability of operations and modernizing republican organizations (Ministry of Industry and Ministry of Architecture and Construction), and creating a flax holding and a sewing cluster in the district. The deputy minister named the creation of a vertically integrated structure based on the Orsha Grain Processing Plant with its own feed base and deep processing of meat and milk as a priority for the development of the district's agro-industrial complex. The third program area is focused on the construction of an industrial and logistics center in the urban settlement of Bolbasovo with the development of its production component and the creation of an international trade town. "It is this area that should become the driver for the development of the Orsha district in the near and long-term perspective," emphasized Alexander Chervyakov.

The fourth block of the program contains a set of measures for the development of small and medium-sized enterprises. "A feature of the Orsha district is its high potential for SME development. To realize this potential, special sites for startups of small and medium-sized businesses will be created on the basis of unused industrial areas with ready-made infrastructure, which will be provided with favorable conditions," -

noted the Deputy Minister. The meeting defined the key stages and deadlines for the development of the final version of the draft program, and gave instructions on linking wages in the Orsha district with the development of the real sector of the district's economy. In terms of rural work, it was instructed to clarify the balances for the production and processing of agricultural products. Special emphasis was placed on the formation of a consolidated financial plan for the industry in the district. "We must clearly understand what resources will be required, from what sources, and what result we will get in the end, how effective the measures we propose will be," Alexander Chervyakov outlined the approach.

In the investment sphere, the Deputy Minister proposed to pay attention to the need to create new production facilities in the urban settlements of Orekhovsk, Bolbasovo, and Kopys in accordance with the instructions of the head of state. In the housing sphere, the working group members were tasked with linking the volumes of housing construction with the need to reduce the number of people in need of improved housing conditions, especially among large families. Another issue of the meeting was the degree of readiness for the implementation of projects in the agro-industrial complex and options for possible sources of financing for the construction of facilities proposed in the program. Alexander Chervyakov reminded that the deadlines for the development of the document are very tight and urged the working group members to promptly and constructively work through the assigned tasks.
