The Ministry of Housing and Communal Services proposes equal participation of citizens and the budget in major housing repairs

August 26, Vitebsk / Diana Kurilo - BELTA /. A strategy for the capital repair of housing stock for 2011-2015 is being developed in Belarus. This was reported to a BELTA correspondent by the Minister of Housing and Communal Services of Belarus Vladimir Belokhvostov, who was on a working trip to the Vitebsk region. The goal of the strategy is to achieve a housing stock capital repair standard of 2.4% of the serviced area by 2015. Currently, this figure, for example in the Vitebsk region, does not exceed 1%. The achievement of the set task will become possible with an increase in capital repair financing and a reduction in its costs. The Ministry of Housing and Communal Services proposes equal participation of citizens and the budget in carrying out capital repairs. In addition, according to Vladimir Belokhvostov, it is necessary to create special funds where funds allocated from the budget for capital repairs would accumulate. Currently, these funds, if insufficient, are simply not utilized, but with the creation of a fund, they could accumulate and capitalize, the minister explained. Special attention in the strategy is paid to the quality of work performed. It is assumed that control over quality, in addition to customers, will be carried out by the residents themselves. The draft strategy will be submitted to the government for consideration in the near future and will form the basis of the housing and communal services development program for 2011-2015. -0-
