Leonid Pleshko has been approved for the position of Chairman of the Chashniki District Executive Committee

At the 31st extraordinary session of the Chashniki District Council of Deputies, Leonid Pleshko was unanimously approved as the Chairman of the Chashniki District Executive Committee.

Leonid Vladimirovich was born in 1957 in the village of Dolgoe, Lepel district. In 1986, he graduated from the Velikiye Luki Agricultural Institute in the Pskov region of Russia with a degree in Agronomy. He began his career in 1977 as a team leader, then worked as chief agronomist and collective farm chairman in the Liozno region. Since 1998, he has held leadership positions in the Gorodok, Polotsk district executive committees, and the Vitebsk regional executive committee.

Over the years of his work, Leonid Vladimirovich has proven himself to be a competent and demanding leader, using modern management methods, possessing analytical thinking, good organizational skills, sufficient practical experience, and skills in working within state bodies.

Leonid Pleshko thanked for the high trust placed in him and noted that his entire conscious life has been connected with the agricultural sector, and his work was based on discipline, responsibility, and diligence. The economy and the standard of living of people depend on these qualities. Much can be achieved together, and every resident of Chashniki, if they wish, can realize their potential regardless of their field of activity, and the authorities will help them in this.

The Chairman of the Regional Executive Committee, Nikolai Sherstnev, congratulated Leonid Vladimirovich on his approval as Chairman of the Chashniki District Executive Committee and presented him with the corresponding certificate.

The head of the region outlined a range of issues that cannot be delayed. Currently, the district's budget revenue is 62% of its expenditure, which is, of course, insufficient. The remaining 38% is received by the district from the republic and the region. However, these funds could be directed towards the social sphere – building a school, a kindergarten, a road, or a residential building. Production needs to be organized in such a way that it is effective. Agriculture should be developed, increasing indicators manifold, as should industry and other sectors. Today, there is no margin of safety, so problems have to be solved quickly.

Gross

The regional product is formed by 44% by industry, 21% by agriculture, and 28% by trade. The priority in the district's development is private business, which holds the future. Currently, it forms 35% of the district's budget, and this is despite the fact that private entities solve their own problems. The task is to create conditions for its development in unison with what is being done in this direction in the region. We should not be afraid to transfer vacant buildings to those who wish to create production.

A special topic is the development of agriculture. The decrease in livestock, the decline in grain and potato production, and other problems characteristic of the Vitebsk region require solutions.

– Everything depends on ourselves, – emphasized Nikolai Sherstnev. – No one will come and make our lives better. We need to create conditions for a good life, so that a child can attend kindergarten, receive a good education, engage in sports, grow into a worthy person, and at the same time create jobs with appropriate infrastructure – then he will not want to leave anywhere.

The head of the region presented a Letter of Gratitude from the Chairman of the Regional Executive Committee to Mikhail Milchanin, who served as the Chairman of the District Executive Committee for two years.
