What projects will the funds from the Vitebsk region budget be directed towards?

At an extraordinary session, deputies of the Regional Council approved amendments and adjustments to the regional budget in terms of revenues and expenditures, necessary for addressing socially significant issues of development of the Vitebsk regions. These primarily concerned housing and communal services and the improvement of settlements, the healthcare system, servicing the debt obligations of the regional executive committee, as well as supporting agricultural enterprises.

According to Svetlana Zubritskaya, Deputy Head of the Main Financial Department, the revenue side was supplemented by gratuitous transfers from the republican treasury for the payment of grants to distinguished figures in culture and healthcare. In addition, the regional budget's own revenues were adjusted through funds for remuneration to state representatives in business entities. These funds will be directed to the regional executive committee's committee for architecture and construction.

As for the expenditure side of the regional treasury, it has been adjusted in almost all areas within the annual allocations. Thus, about 4.6 million rubles have been reallocated to the regional executive committee's Main Department of Housing and Communal Services. These amounts are intended for subsidizing public utility services, financing the modernization, current and capital repairs of the housing stock, and the improvement of settlements. Another approximately 3.1 million rubles are allocated for the capital repair and modernization of the industry's boiler facilities, their conversion to local types of fuel, and about 2 million rubles for the repair and replacement of elevators.

Large-scale projects for the construction of iron removal stations are being implemented in the Vitebsk region, which was reflected in the session materials: deputies supported the proposal to reallocate about 500 thousand rubles for the preparatory measures of the program.

Over 1 million rubles have been reallocated to the budgets of the basic level for the purchase of equipment and financing of capital repairs for healthcare institutions.

In addition, some decisions were aimed at servicing the debt obligations of the regional executive committee, including those arising from the development of agricultural production in the Vitebsk region, as well as supporting OJSC "Gluboksky Feed Mill" and OJSC "Kushliki" of the Polotsk district.

The approved adjustment of a number of articles, including those related to increased budget support for agricultural producers, will allow for the financing of fuel and lubricants procurement for the needs of agricultural producers. These decisions create favorable opportunities for uninterrupted fuel supply to farms and, consequently, for the timely completion of the harvesting campaign and the sowing of winter crops, including on 20 thousand hectares as per the Ministry of Agriculture and Food, noted Natalia Balitskaya, Deputy Chairperson of the Vitebsk Regional Executive Committee's Committee for Agriculture and Food.
