At the meeting with the chairman of the regional executive committee: Money needs to be earned
In early December, the Head of State demanded that sports halls and stadiums transition to self-sufficiency. However, funding in this matter is secondary; the primary focus is the number of people to be covered by paid sports services. In other words, the task is to massively turn Belarusian society towards a healthy lifestyle.
It is reasonable to start this endeavor with children, as good habits are formed from a young age. The direct path lies through involving them in physical education at school, attending sports clubs, sections, and swimming pools. Children's and youth sports schools (CYSS) are beyond competition here.
And here, according to Ivan Vozmitel, Chairman of the Vitebsk Regional Trade Union Association, there is a problem. The issue is that sports schools under the purview of trade unions are financed from the state social insurance funds of the Population Social Protection Fund: 80% of the allocated funds go to salaries, and 20% to cover current expenses and the purchase of sports equipment and gear.
The "dog is buried" in the fact that CYSS rent sports halls of general education schools for their activities. They pay the latter for utility services for the hours of rent, which consumes 15 out of the 20% allocated for current needs.
The issue of exempting CYSS from this insurmountable fee was raised at a regular meeting with the Chairman of the Regional Executive Committee, Nikolai Sherstnev, by the leader of the regional trade union association. As an example, Ivan Vozmitel referred to other regions of the country where this issue has been resolved positively.
However, those present at the meeting expressed the opinion that this would increase the financial burden on educational institutions, and ultimately, on the budget. The Chairman of the Vitebsk City Executive Committee, Viktor Nikolaikin, also saw "pitfalls" in the inevitable loss of interest from general education schools in renting out sports facilities under such circumstances.
The Chairman of the Regional Executive Committee instructed to study the effect of cancelling utility payments for school sports facilities rented by youth sports schools in other regions of the country. At the same time, he emphasized that we must develop sports, as required by the Head of State, and instructed the Department of Sports and Tourism of the Regional Executive Committee to systematize problematic issues regarding the state and prospects of the sports movement in the Vitebsk region for consideration at a meeting of the Regional Executive Committee.
During the discussion of the economic block of issues, attention was paid to the fulfillment of indicators characterizing the performance of the regions.
In particular, the target for the industrial production index (IPI), which determines the growth rate of output, set for November under the personal responsibility of managers in the industrial sector, was only met by the Braslav district.
The situation in the agro-industrial complex is better, but still far from satisfactory. While districts such as Beshenkovichi, Braslav, and Sharkovshchyna ensured an IPI of 109-113%, Chashniki, for example, only achieved 84%.
A number of districts in November showed a decrease in milk production compared to the corresponding period last year, including Shumilino (90%), Dokshitsy (94%), Lepel, Miory, Rossony (95%) districts, and others.
In terms of cattle breeding, Orsha (106%) and Beshenkovichi (101%) districts showed some increase, while Dubrovno district and some other regions of the oblast maintained last year's level. At the same time, this indicator significantly decreased in Shumilino (45%) and Sharkovshchyna (79%) districts, which is a cause for serious analysis of the situation by the relevant services.
Here's the breakdown: milk and meat production decreased, sales volumes dropped, resulting in less revenue. However, employees want at least their previous salary, if not more! The regional executive committee, guided by the requirements of Decree No. 5 "On Strengthening Requirements for Managers and Employees of Organizations," has adopted a strict stance: the wage fund in agro-industrial complex organizations with arrears in wage payments must not exceed 25% of the revenue for the reporting month.
Braslavsky, Beshenkovichsky, Verkhnedvinsky, Lioznensky, Tolochinsky, and some other districts operate within these established limits. However, there are also those that constantly violate them.
Nikolai Sherstnev drew attention to the fact that many managers of outsider enterprises evade responsibility to their work collectives, explaining to people that the regional executive committee allegedly does not allow higher wages. This is a dishonest attempt on their part to shift the responsibility for their own inability to ensure the efficient operation of the farm onto higher authorities.
By paying people unearned money, such managers are destroying the economy of the production entrusted to them, and together they are destroying the economy of the country, emphasized the chairman of the regional executive committee. Increase milk and meat production, sell the resulting products, earn more money, and the same 25% will translate into higher wages.
Without changing the approaches of farm managers to ensuring the fulfillment of assigned targets, we will not be able to ensure the efficiency of the economy as a whole. The head of the region poses the question this way: those who are incapable of this must be prepared to move to ordinary work. A large-scale "purge" of agricultural enterprise managers is imminent.
