At a planning meeting with the Chairman of the Vitebsk Regional Executive Committee. The real economy suggests new approaches
Modern trends in the global economy indicate the rapid development of technologies against the backdrop of deepening integration processes. Life itself suggests that without changing approaches, further development of the industrial and agricultural complex is impossible. Today, a Chinese corporation confirmed its readiness to build a dairy complex in the Vitebsk region. It is clear that the corporation's partner will not be a standard agricultural cooperative, but a more powerful structure capable of creating an adequate base for the implementation of constructive ideas.
- The creation of four integration structures in the Vitebsk region is only the beginning of a large consolidation, - emphasized the Chairman of the Regional Executive Committee, Nikolai Sherstnev. – We need to build a strategy so that no farm or enterprise is left "outboard" of integration processes. At the same time, it is important not to lose manageability in agriculture. All processing enterprises, including dairy plants – Lepel, Polotsk, Glubokoye – must unite with agricultural producers. Similar schemes have already been created at the country's poultry farms, by OJSC ”Savushkin Product“, ”Babushkina Krynka“ and others. The result is obvious – the cost of production has decreased.
The Chairman of the Committee for Agriculture and Food of the Regional Executive Committee, Sergey Dogel, reported on the phased development of issues related to the creation of integration structures. 37 farms will be included in four holdings. Currently, the structures are undergoing legal expertise at the level of the Ministry of Agriculture and Food, consultations are underway, business plans are being finalized, and legislative nuances are being calculated.
Deputy Chairman of the Regional Executive Committee Vladimir Belous delivered a report on the situation with the construction of dairy farms at the meeting. Construction has been initiated in many farms of the region, but it is far from completion.
- Out of 161 facilities, only 19 have realistically reached the finish line. Six are at a high degree of readiness, - says Vladimir Belous. - They can realistically be commissioned this year. It is necessary to find 20 billion rubles.
In conditions where agricultural enterprises have a significant credit burden, it is necessary to seek other opportunities to finance the completion of construction. Chairman of the Regional Executive Committee Nikolai Sherstnev set the task for the heads of districts, the head of the main financial department of the Regional Executive Committee Boris Kichanovsky, and the Deputy Chairman of the Regional Executive Committee Vladimir Belous: to mobilize and find a solution.
The debt of agricultural enterprises to the reclamation system enterprises of the region is substantial. The total debt is 20 billion rubles. Out of 121 debtor enterprises, 44 have a debt of up to 50 million rubles. Some have only half a million! This can only be called irresponsibility. The Chairman instructed to take the situation under control and urge the farms to settle their debts.
The Regional Executive Committee leadership is monitoring the implementation of the Head of State's instructions in the sphere of production and circulation of alcoholic products. What measures are being taken to protect domestic producers, in particular, the Tolochin Cannery, where the fruit and berry processing workshop has been reconstructed and new equipment has been installed?
Analysis shows that natural berry wines are cheap, and the production of quality wine is unprofitable for the enterprise. The plant has its own fruit and berry garden with an area of 580 hectares, which grows apples, pears, black and red currants, gooseberries, and raspberries. The harvesting and procurement of raw materials require considerable costs. Meanwhile, the procurement of berry products has significantly increased this year.
Deputy Chairman Oleg Matskevich has been tasked with addressing the pricing issue. It is necessary to study in detail the technical capabilities of this production, approaches to exporting products, and to hold a meeting with interested parties on the implementation of the Head of State's instructions.
