November 30, Vitebsk / Diana Kurilo - BELTA /. Vitebsk is planned to be allocated Br100 billion from the regional budget for development in 2011, Chairman of the Vitebsk Regional Executive Committee Alexander Kosinets announced today at the V session of the Vitebsk City Council, where the socio-economic development program of the regional center for 2011-2015 was discussed, a BELTA correspondent reports. These funds are intended to strengthen the material and technical base of housing and communal services, further implement the city program "Courtyards," as well as repair and modernize social sphere facilities. "However, the city itself needs to ensure that its budget ceases to be subsidized and that funds appear in deposit accounts," the governor emphasized. In his opinion, a pragmatic approach is necessary when developing the city's socio-economic development program. In particular, the modernization of large enterprises, such as Vistan, Vizas, Vityaz, and Monolit plants, should be accelerated and completed within two to three years. By 2015, the profitability of manufactured goods of the city's industrial enterprises should be at least 15%. Innovative products will account for 21% of the total production volume. According to Alexander Kosinets, the regional center needs to develop the service sector. Their volume by the end of the next five-year period is to be increased 2.5 times compared to 2010. Over five years, Vitebsk will build 1.8 million square meters of housing. When designing new residential areas, it is necessary to include social facilities - polyclinics, schools, and kindergartens. "Each administrative district of Vitebsk must develop and approve its own socio-economic development program," the governor believes. "There should be no center or outskirts in Vitebsk: the city should be equally convenient and comfortable for its residents," Alexander Kosinets emphasized. -0-
