The session of the regional council of deputies considered issues of financing programs for the dairy industry and entrepreneurship
At the twenty-ninth extraordinary session of the regional Council of Deputies of the 26th convocation, held on Tuesday, three issues related to the financing of certain programs or the redistribution of budget flows were considered.
The parliamentary corps decided to amend the decision of the Vitebsk Regional Council of Deputies of December 18, 2012 No. 233 "On the regional budget for 2013", caused by the unification of the Orsha district and the city of Orsha into one administrative-territorial unit – the Orsha district, and the Polotsk district and the city of Polotsk – into the Polotsk district. It became necessary to bring the deduction rates of certain taxes into the budgets of the basic level and the regional treasury into compliance with the Budget Code of the Republic of Belarus. The deputies approved new deduction rates, but what is especially important – with the merger of city and district budgets, the regions do not lose financially at all: no changes are expected in the aggregate amount.
The first deputy chairman of the committee for agriculture and food of the regional executive committee, Vladimir Mashero, made a report on the adjustment of the Program for the Development of the Dairy Industry of the Vitebsk Region for 2012–2015. During the reconstruction of 228 dairy farms, it became necessary to replace some of them from the initially specified list due to the lack of technical possibility and economic feasibility of equipping them with milking parlors. In addition, the regional agricultural production committee requested an additional 100 billion rubles from the regional treasury to cover the accrued debt to builders and finance the start of work in the current year, taking into account the increase in costs for the program implementation as a whole. The Council of Deputies of the region agreed that without these measures, the implementation of this set of works is impossible, and satisfied the request of the leadership of the Vitebsk region's agro-industrial complex.
In conclusion of the meeting, the State Program for Support of Small and Medium-sized Enterprises in the Vitebsk Region for 2013–2015 was approved. The program was presented for discussion by Valentin Tsvetkov, Head of the Entrepreneurship Development Department of the Vitebsk Regional Executive Committee's Economics Committee. District and city Councils of Deputies were proposed to approve relevant regional programs. Entrepreneurship in the Vitebsk region is a promising developing sector of the economy. By the way, the number of individual entrepreneurs exceeds 25,000 people, and legal entities engaged in business activities amount to 8.9 thousand. In recent years, there has been a positive trend in indicators characterizing the development of small and medium-sized enterprises in the region. An analysis of the distribution of small and medium-sized enterprises by region of the Dvina region shows that the majority of them are concentrated in Vitebsk, Novopolotsk, Orsha, Polotsk, Vitebsk, Polotsk, and Postavy districts. The implementation of the program will contribute to the creation of favorable conditions for doing business, stimulate its development in priority areas, and provide assistance to newly established small and medium-sized enterprises, believes Alexander Atyasov, Chairman of the Regional Council of Deputies.
