The largest real estate object has been formed in Belarus - a main oil product pipeline

February 11, Minsk / Liliya Krapivina - BELTA/. The largest real estate object has been formed in the Republic of Belarus. This is a production and technological complex of linear sections of a main oil product pipeline with a total length of over 1 thousand km, located on 4078 land plots. This was reported to a BELTA correspondent by the Director General of the State Enterprise "National Cadastral Agency" Andrey Filipenko. The State Enterprise "National Cadastral Agency" implemented this project for five years (2006-2010) together with the State Enterprise "Minsk Regional Agency for State Registration and Land Cadastre", the State Enterprise "Vitebsk Agency for State Registration and Land Cadastre", the State Enterprise "Mogilev Agency for State Registration and Land Cadastre" and land management services. During the state registration and technical inventory of this object, information on the characteristics of the facilities included in this production and technological complex was collected. The object is located in 24 districts of three regions. The production and technological complex includes over 4.5 thousand capital structures for the functioning and operation of the oil product pipeline. This explains the complexity of the technical inventory of such a large object and the duration of the project implementation, noted Andrey Filipenko. To carry out the state registration of the production and technological complex, large-scale land management works were performed to allocate land plots. The state registration and technical inventory of this object is of great importance for the country's economy. In the process of this work, land use was regulated, and new land plots were formed. Thus, new objects of taxation appeared, and the characteristics of existing objects were clarified. The Director General emphasized the importance of state registration of the creation of this real estate object and the emergence of rights to it for the owner of the specified capital structure. State registration is a legal act of recognition and confirmation by the state of the creation (existence) of a real estate object and the emergence of rights to it. This means that after the completion of state registration, the owner not only acquires the legal right to sell the object, pledge it, lease it, dispose of it in any other way, but also receives additional guarantees of protection of his rights and interests as an owner against third parties. Moreover, the state registration of ownership of a real estate object allows its right holder, when protecting his rights, to count not only on his own efforts but also on the help of the state. This provides an opportunity to promptly obtain complete and reliable information about one's property at any time, as well as systematized information about the object, which was not previously available. And this is a necessary component of effective asset management, makes investments in fixed capital safe, and significantly reduces the risk of disputes over the right to the registered object. And one more important aspect is worth noting here. The technical inventory and state registration works carried out create prerequisites for the future creation of a geoinformation system for collecting and maintaining up-to-date information about the object. -0-
