Amendments to the region's budget for 2018 were approved at an extraordinary session of the regional council
Changes in domestic funding sources are due to the continuation of debt restructuring in agricultural organizations and the issuance of budget loans to district executive committees. The Regional Executive Committee made an additional bond issue worth 246.7 thousand rubles to fulfill its obligations as a guarantor for loans of agro-industrial complex organizations to OJSC "Belarusbank". For timely payment of salaries in the public sector and settlements for energy resources, loans totaling 11 million 250 thousand rubles were issued from the budget.
Amendments were made to specific budget revenue items, which are increased by 4 million 24.4 thousand rubles. The Ministry of Finance transferred 2 million 23.5 thousand rubles of non-repayable receipts from the republican budget, including funding for the reconstruction of building No. 2 of the Regional Clinical Oncology Dispensary.
The fulfillment of the regional budget's own revenue plan allowed for the identification of additional funds to address the most important tasks defined by the region's leadership.
To prepare for the regional festival-fair of rural workers "Dazhynki – 2018", 727.3 thousand rubles will be allocated to the Verkhnedvinsk District Executive Committee. The renovation of the district's Center of Culture, the reconstruction of the central district library, and the modernization of the Territorial Center for Social Services will continue.
The Vitebsk City Executive Committee has been allocated 200 thousand rubles for high-quality sound design for events of the International Festival of Arts "Slavianski Bazaar in Vitebsk".
The Rossonsky District Executive Committee will receive 54.5 thousand rubles for the payment of design and estimate documentation and major repairs of the Museum of Military Comradeship. 173 thousand rubles will be allocated for the continuation of the modernization of the Miory Rescue Station.
Based on the requests of the regional budget fund managers, amendments were made to specific expenditure directions within the framework of planned annual appropriations.
Due to reduced expenses on bank loan interest compensation, the committee for agriculture and food of the regional executive committee is proposed to increase subsidies to agricultural producers by 600 thousand rubles – to support legal entities in their core activities, and to cover liabilities for diesel fuel supplied from the state material reserve by order of the head of state.
For comprehensive chemical protection works on flax fields, 300 thousand rubles have been allocated to subsidize agricultural producers in the acquisition of plant protection products.
The education department is proposed to allocate 5 million rubles to the regions for preparation for the new academic year and for settling debts for construction and installation works, by reducing the appropriations provided for in the "Vocational and Technical Education" and "Secondary Specialized Education" subsections.
250 thousand rubles have been allocated to district executive committees and the Vitebsk Cadet School for the encouragement of institutions whose students became winners of the final stages of the republican olympiad and the 11th republican competition of projects on energy saving and efficiency "Energy Marathon – 2017".
The housing and communal services department of the regional executive committee is allocated funds for individual district executive committees, including 2.4 million rubles for subsidizing housing and communal services to the population. The redistribution of appropriations in the amount of 1 million rubles is due to the implementation of measures under the "Clean Water" program.
The healthcare department of the regional executive committee is allocated 555 thousand rubles for the repair and modernization of a number of institutions for district executive committees, using funds from the budget provided for in the "Medical Care for the Population" subsection. Appropriations of the committee for labor, employment and social protection of the regional executive committee have been increased by 479.7 thousand rubles to meet the needs of citizens living in stationary social institutions.
300 thousand rubles are directed to the representative office of the regional department of the republican center for health improvement and resort treatment of the population for the purchase of consumables and the repair of stationary health camps on the balance sheets of budgetary organizations.
In connection with the need to attract funds for the completion of the construction of a kindergarten and a school in the Bilevo-2 microdistrict, the Vitebsk City Executive Committee is issuing bonds worth 45 million rubles, with placement in 2018-2020, including 12 million for the current year. This will not lead to a decrease in the consolidated regional budget surplus.
