At the meeting of the Vitebsk Regional Executive Committee, the issue "On additional measures for staffing state organizations" was considered
The head of the Administration of the President of the Republic of Belarus, Igor Sergeenko, took part in the meeting of the regional executive committee.
– On behalf of the head of state, together with the Administration of the President and other bodies, the development of an updated concept of state personnel policy is being completed, – he emphasized. – More than 20 years have passed, new trends and factors have emerged, approaches have changed. Today we see a number of problems in this issue: a shortage of personnel due to objective reasons, such as an aging population, citizens moving to other regions and abroad, and changes in approaches to retaining personnel in rural areas – we feel this particularly acutely. Problems have arisen in various sectors – in construction, industry, and the retention of personnel with higher education; this issue is characteristic of all regions, and the Vitebsk region is no exception. Some negative trends are visible, perhaps more clearly in the Vitebsk region. But whatever the concept, in any case, it is a strategic document that defines the main directions of state personnel policy, the distribution of labor resources in sectoral and regional contexts, and work with young personnel. In general, the selection, placement, and training of personnel depend on each specific manager, whether of an enterprise or a region, taking into account that all social programs aimed at supporting young specialists and other segments of the population are being implemented in our country. The goal of this event is to control and adjust the tasks for solving the personnel issue.
Opening the meeting, the Chairman of the Regional Executive Committee, Alexander Subbotin, emphasized that the region's economy is operating under unprecedented sanctions, which have disrupted all logistical chains. In such conditions, the staffing issue is particularly acute.
– Every person working in a particular team is important. This applies to all sectors, including industry, education, healthcare, and others, – noted the head of the region. – The goal of state personnel policy is not only to form but also to preserve labor resources. Personnel should be treated with care: on the one hand, with tenderness, and on the other, with strictness and demandingness, so that a person feels their responsibility and cannot simply leave their workplace.
In the Vitebsk region, the staffing level for key sectors of the national economy is 96.4%. Despite this, a "staffing shortage," if one may call it that, is felt. The main demand comes from the industrial sector, where the shortage of labor resources is almost 3,000. In agriculture, it's 2,500. More than a thousand are needed in transport, construction, housing and communal services, and healthcare, as stated in the report by the Chairman of the Committee for Labor, Employment, and Social Protection of the Regional Executive Committee, Boris Efremov.
What has been done to address the staffing shortage? Firstly, the economically inactive population is being drawn into labor activities, for which 26 commissions have been established in the districts. Secondly, training and retraining are provided for those personnel whose skills have lost their attractiveness in the current market. Organizations and enterprises are striving to improve their social packages. Another direction is the creation of specialized classes where personnel are trained from school age and receive targeted assignments. The Regional Executive Committee has also taken measures such as controlling and restricting the termination of early labor contracts at small and large enterprises.
11 districts of the region are below the regional average in terms of staffing. The best situation is in Vitebsk, Lepel, Glubokoe, Liozno, and Senno districts.
The number of people employed in the region's economy today is just under 460,000 workers, which is 7.4 thousand, or 1.6%, less than last year's figure, the speaker emphasized. The situation in the labor and employment sphere is characterized by a decrease in the number of registered unemployed and an increase in demand for labor. The registered unemployment rate at the end of the current year is 0.2%, which corresponds to last year's figure. The number of citizens who applied to the employment service for registration as unemployed also decreased by 17.3%. Today, there are 700 people registered with the employment center, compared to 1030 for the same period last year.
For our region, the staffing issue remains relevant. All measures must be taken to attract as many inactive employable people as possible to various sectors of the economy, and there are still quite a few of them in the region.
