The best conditions for attracting small businesses to production will be created in the Vitebsk region

At the meeting, held in the Tolochin district, issues of practical application of the Decree of the President of the Republic of Belarus of May 7, 2012 No. 6 "On Stimulating Entrepreneurship in Small and Medium-Sized Towns and Rural Areas" were considered. The progress of local authorities in implementing the President's directive to improve the efficiency of state property management, optimize the structure and composition of state assets, and involve underutilized state property in economic circulation was also analyzed.

Currently, half of the organizations in the region are classified as small and medium-sized businesses, but they employ only 23 percent of the total number of people employed in the economy of the Vitebsk region, which is 114,000 people. Moreover, the average number of people employed in them is decreasing. This was reported by the Chairperson of the Economics Committee of the Regional Executive Committee, Anzhelika Nikitina. There is an uneven distribution in the development of entrepreneurial entities by type of activity. Almost 35 percent of them are in the trade sector, and only 14 percent are in industry, about 8 percent are in agriculture and construction, and 15 percent of small and medium-sized organizations provide transport and communication services.

Creating the most attractive conditions for reorienting small businesses, attracting them to the manufacturing sector, and industry, which ultimately drives the economy, is clearly outlined in Decree No. 6.

These include, first and foremost, tax, customs, and financial benefits, as well as preferences for commercial organizations and individual entrepreneurs who are registered and operate in rural areas. Those who have taken this step, as evidenced by the visit to the mushroom workshop under construction by IOOO "FungiBelPlus" in the urban settlement of Kokhanovo, the first Belarusian manufacturer of clinker thermal panels "Profasad", are today receiving such support.

В наших условиях начинание преследует цель: кроме коммерческой выгоды, дать работу сельчанам, удержать отток людей. Здесь, в Коханово, с вводом предприятия по выращиванию грибов-вешенок создадут 45 рабочих мест, в основном для женщин.

Исполнительная власть Толочинского района, по отзывам тех, кто открывает здесь свое дело, оказывает в этом всемерную помощь и поддержку. В регионе доля новых созданных организаций от всех малых и средних — одна из лучших в области. Но есть на Толочинщине и незадействованные резервы, например, при наличии международной трассы недостаточно развит придорожный сервис.

Именно наличие выгодных коммуникаций способствовало размещению в Коханово с населением в 4 тысячи таких мощных по объему производств, как трубный завод, СП «Святовит», ОАО «Амкодор-КЭЗ». И сейчас они успешно развиваются, хотя и находятся в отдалении от крупных городов.

Посещая предприятие «Профасад», руководители районов были приятно удивлены, что частник пошел и на открытие мойки автомобилей.

В развитии бизнеса важно дойти не только до коллектива, но и до человека, которого может заинтересовать этот бизнес. Надо активнее выстраивать отношения с теми людьми, которые корнями связаны со своей малой родиной, но открыли предпринимательство в другой стране, другом городе в республике и могут с наработанным капиталом прийти к себе домой. Подобные примеры, как показывает опыт работы Глубокского райисполкома, у нас не единичны. Эти люди многое могут сделать в развитии производственной сферы, туризма, оказании качественных услуг населению.

Успешно по развитию индивидуального предпринимательства работают Бешенковичский и Лиозненский райисполкомы. Все, как заметил председатель областного Совета депутатов Владимир Терентьев, зависит от того, как мы на местах создадим привлекательные для бизнеса условия, чем заинтересуем людей.

В таком же ключе прозвучало и выступление директора областного территориального фонда госимущества Михаила Павлючкова. — The visit to such a significant number of facilities is not accidental, — noted V. Terentyev, summarizing the results of the field meeting. — The fact that investors come here and stay, are established here, is evidence of the local authorities' correctly structured work with businesses. And it bears fruit. However, when implementing Decree No. 6, it is necessary to engage with people even more actively. Not everyone is yet informed and aware of the norms of this important document for business development in rural areas. Everyone, including deputies, must be involved in this, providing practical assistance to local authorities in creating small and medium-sized enterprises and attracting investors. Regarding the effective use of state property, there are several issues with underdeveloped legal norms that hinder this work. We will appeal to the National Assembly of the country with our vision of the problem.

But where this work is carried out systematically and methodically, there is a result, which we have seen in the Tolochin district.
