Violations of trade rules were identified at all roadside facilities in the Vitebsk region inspected by the KGBK
August 4, Vitebsk / Diana Kurilo - BELTA/. Violations of trade rules, trade and production activities, sanitary rules and norms were identified at all roadside service facilities in the region checked by the Vitebsk Regional Committee of State Control, the committee informed a BELTA correspondent.
In May-June of the current year, the Vitebsk Regional KGB studied the issue of roadside service development in the region. In 2010, the volume of retail trade turnover of roadside service facilities amounted to Br186.8 billion, paid services were provided for Br1.8 billion. Compared to 2009, the revenue volume increased by 33% and 25% respectively. Based on the analysis of this data, the KGB noted that the main volume of revenue (99%) comes from retail sales of goods and public catering products, while the revenue from paid services was insignificant, which indicates an insufficient development of the service sector in roadside service.
During control measures against 4 business entities providing roadside service on the roads leaving Vitebsk, as well as in 5 districts of the Vitebsk region, KGB employees noted that the technical equipment of the facilities meets the requirements established by regulatory documents for these trade and public catering facilities. However, the low level of quality and service culture, and the presence of numerous violations of the legislation regulating trade and trade and production activities did not go unnoticed by the KGB.
Violations of trade and trade and production activities, sanitary rules and norms were identified in each of the 13 inspected roadside service facilities. In 8 facilities, goods, dishes, and raw materials (57 items) worth Br667 thousand with expired shelf life from 1 day to 2.5 years were seized. In 9 facilities, necessary information about goods and raw materials was missing. 4 employees did not have access to work with food products. In 2 facilities, cash not accounted for by the cash register was found. Hotel rooms intended for accommodation were not equipped with the necessary inventory and first-aid supplies. Based on the inspection results, 36 violators were brought to administrative responsibility by the Vitebsk Regional Control Committee.
State control also established that in 2009-2010, seven roadside service facilities provided for in the Schemes for the Placement of Public Catering Facilities along Major Highways, according to the minutes of the Council of Ministers' instructions, were not commissioned in the Vitebsk region. The construction of five facilities has been suspended due to lack of funding. In the opinion of the control department specialists, local executive and administrative authorities have not given a principled assessment of the actions of business entities that have not fulfilled their obligations to commission roadside service facilities, and persons who have not ensured proper control over compliance with construction deadlines have not been held accountable.
There are 187 roadside service facilities operating in the region, including 54 gas stations, 24 shops, 69 public catering facilities, and 40 roadside service facilities providing paid services (9 hotels, 8 parking lots, 23 service stations). In order to expand the network of roadside service facilities, the Ministry of Transport and Communications of the Republic of Belarus has set a target for the Vitebsk region for 2011-2013 to open another 33 facilities, including 12 in 2011 (three gas stations, three LPG stations; one car wash, one service station each; one overnight stay facility, one guarded parking lot; two catering facilities).-0-
