Natalia Marchenko held an outreach reception in Tolochin

On Tuesday, November 6, a personal reception in Tolochin was held by Natalia Marchenko, Deputy Head of the Main Ideological Department – Head of the Department of Ideology and Information Policy of the Presidential Administration of the Republic of Belarus. Two local residents directly appealed to her.

The problem of Nikolai Kartavitsky has been ongoing for several years. He came to the representative of the Presidential Administration to ask for, as he himself stated, the triumph of justice. The resident of Tolochin brought with him a document relevant to him – Decree No. 6 of June 7, 2005 "On streamlining the circulation and use of personal privatization checks "Housing". This legal act contains a clause stating that "Housing" checks issued from August 1, 2005, are subject to re-registration at the time of their issuance, starting with the main point, Nikolai Kartavitsky:

- We received "Housing" checks on December 14, meaning the bank was supposed to re-register them. This did not happen, and we have, essentially, pieces of paper in our hands. Is this legal?

According to the resident of Tolochin, the "Housing" checks belong to his mother, who, in turn, wanted to gift them to her granddaughter. The matter did not reach the official act of gifting. The notary pointed out that the checks needed to be re-registered first. And here came the snag: the bank carried out similar, by the way, purely technical operations 12 years ago upon the application of the owners of the securities. Now the procedure is possible only by court decision. Nikolai Kartavitsky lost the court case, as he believes, only because he did not hire a competent lawyer, relying on the obviousness of the situation. Now the resident of Tolochin is asking for assistance in resolving his issue. After carefully listening to the man, Natalia Marchenko concluded that she would help him get a competent legal assessment of the situation and develop the correct algorithm for further actions.

Vladimir Kovrigo, who came to the reception, raised several issues at once. A capital city registration does not prevent him from spending most of his time in the village of Girimshchina. His parents' house is a point of attraction for the Minsk resident, who is primarily concerned with establishing order in his small homeland. Although there are not many yards in the settlement, the people living there are sensible, shares Vladimir Mikhailovich:

- But on the former private plots outside the village, it's all weeds. I've asked so many times to have it mowed... They do the bare minimum, and it's not just dry grass, it's a fire hazard.

Representatives of the local authorities noted that after the previous appeal by the Minsk resident, the territory was indeed mowed, but not entirely, as there were not enough funds. In the future, the issue is planned to be resolved once and for all by bringing the vacant lands into crop rotation. The second issue that concerns Vladimir Kovrigo is the disposal of waste from the starch production of the Tolochin Cannery. The potato pulp, which has a very specific odor when highly concentrated, is transported to the fields closest to Girimshchina. The villagers ask to change the logistics and give them the opportunity to breathe freely.

The native of the Tolochin district is also interested in whether the road and the bridge (an informal one, built at one time by the local agricultural enterprise) over the Drut River between the villages of Girimshchina and Zelenaya will be repaired. Nataliya Marchenko instructed to thoroughly and impartially investigate these issues. In addition, she asked Vladimir Kovrigo himself not to stand aside, but together with his neighbors to help improve the place where they live. Power should be closer to the people, listen attentively and hear their problems, most of which can be solved locally, in a timely manner, and perhaps together, Nataliya Mikhailovna noted.
