There are no unsolvable problems: Olga Chupris held a personal reception of citizens in the Shumilino district

During a working trip to the Vitebsk region, Olga Chupris, Deputy Head of the Presidential Administration of the Republic of Belarus, held a personal reception for citizens at the Shumilino District Executive Committee. She noted that there can be no division into minor and global issues here.

– We are consciously making visits to such remote parts of Belarus to meet directly with the population. People should have the opportunity to communicate with the leadership of the Administration, to convey their problems, to share their impressions of life in this particular settlement. And we are obliged to know the actual state of affairs in order to be at the forefront of the events taking place in the hinterland. Therefore, such meetings are very important for us and for the people. We feel the openness of people, and any questions they ask come from life and from the heart. Therefore, none of them can be left without attention.

Thus, 13 people signed up for Olga Chupris's reception. There were also those who came without an appointment. Some visitors came from other regions of the country – Minsk, Mogilev, Vitebsk. Residents of Ushachi, Polotsk, and Chashniki also arrived for a dialogue with a representative of the Presidential Administration.

The parents of an official convicted of corruption offenses asked for clarification: can their son count on a pardon or a commutation of his sentence under their guarantee? He has already served more than half of his sentence, has repented and realized everything, and has good character references. Olga Chupris told the pensioners about the rights of the convicted person and the procedure for submitting a petition themselves. She noted that a specially created commission treats the fate of each person individually, meticulously studying all aspects of the case. And if the convicted person has truly embarked on the path of correction, he has a chance to be released earlier. She wished the parents courage, patience, and health in this situation.

Valentina Bystrova, a resident of Shumilino, complains about her plot being flooded by sewage and rainwater. She had not previously contacted anyone. On the eve of the reception, representatives of district services visited her. The fact of flooding is currently not confirmed, but it was determined that the relief of the plot is indeed below the level of the road surface. Therefore, partial flooding under unfavorable weather conditions is quite possible. How to avoid this?

The problem is that, considering the width of the road and the presence of engineering communications, it is impossible to construct a drainage ditch. As an option, they suggest digging a small pond in the garden. The owner claims that she has already tried to drain it herself, but without success. And the problem arose not out of the blue, but after the construction of the road, which was done by the хозяйственным способом (in-house) and without a project...

– So, it turned out that what is a blessing for some is a disaster for others, – summarized the Deputy Head of the Presidential Administration. – Now we need to investigate in detail and find a solution quickly. After all, as Valentina Grigoryevna claims, it is not only she who suffers from the floods, but also the owners of other houses.

Sergey Galynchik, Chairman of the Shumilino District Executive Committee, reported that specialized organizations have already begun work on mowing and cleaning the nearby drainage canals of silt, which will generally reduce the groundwater level in this microdistrict. Specialists will visit the site again and study the situation in more detail.

A representative of a local peasant farm enterprise had a misunderstanding with the regional agricultural production department. He asked for help in obtaining a preferential bank loan, but the regional commission for financing investment and current activities refused to approve the farm's development plan. Moreover, allegedly, no reason was given...

It turned out that the peasant farm, established only six months ago, could not properly prepare the documents and prove the future effectiveness of the requested funds. Now, the farmer has been explained everything again, and they promised: if the business plan is convincing, the loan issue will be resolved.

A resident of the village of Dóbrino, with a population of less than 300 people, came with an unusual request. She complained about the closure of the library. Previously, as is known, she had already appealed on this issue to Irina Polyakova, a deputy of the House of Representatives of the National Assembly of the Republic of Belarus. But, according to her, the library is still about to be closed. And yet, there are over 190 readers! Yes, the building needs repair, and the village is included in the route of the bibliobus. And even test trips of the "library on wheels" have taken place. But the residents of Dóbrino want to preserve the stationary facility, which has become a center of culture in a remote village.

In the end, the villager was promised that both the bibliobus and the library itself would operate in parallel for now. Representatives of the district executive committee will meet with the population again and look for mutually beneficial solutions to the problem. But residents should also be more active: why not create some interest clubs, and on the basis of self-government, arrange a place for common cultural gatherings? There are vacant premises in the village that can be used for these purposes, and the authorities are ready to support any useful initiative.

During the reception, various issues were raised: low temperature in the apartment, timely payment for milk delivered to the state, cemetery maintenance, road repair, increasing the power supply capacity in a house under construction, and others. All of them have been taken under control. Olga Chupris emphasized that no appeal will be left without attention, and the progress of execution will be monitored. Including directly through the applicants.

On the same day, the Deputy Head of the Presidential Administration visited the regional court and district courts of Vitebsk. The topics discussed included personnel issues, aspects of court activities, accessibility of justice, and the organization of judges' work. As a positive point, Olga Ivanovna noted that the reconstruction of the building in Vitebsk is nearing completion, where the courts of Zheleznodorozhny and Pervomaisky districts will soon be located. Currently, they have unsatisfactory conditions for work and receiving citizens. Therefore, the decision on relocation by the Supreme Court was made very timely – the new building will be equipped in accordance with modern world standards of judicial proceedings.
