Nikolai Sherstnev at a meeting on the implementation of Decree No. 70: "Complete the main tasks within three – a maximum of five years"

Recently, President of Belarus Alexander Lukashenko signed Decree No. 70 "On the Development of the Vitebsk Region Agro-Industrial Complex", which provides for the adoption of effective measures for the successful development of seven agro-industrial associations. They were established on the basis of "Vitebsk Meat Processing Plant", "Orsha Meat Canning Plant", "Postavy Dairy Plant", "Glubokoye Dairy Canning Plant", "Polotsk Dairy Plant", OJSC "Moloko" of Vitebsk, "Verkhnedvinsk Butter and Cheese Factory".

During a production meeting held at Glubokoye Dairy Canning Plant on the implementation of Decree No. 70, Chairman of the Vitebsk Regional Executive Committee Nikolai Sherstnev introduced the head of the Glubokoye agro-association, Vasily Cherednik, to the participants. The head of the region noted that achieving the highest results is impossible without strict adherence to technology at all stages of production and processing of agricultural products, and financial discipline.

Among the most important tasks is ensuring the full utilization of the production capacities of industrial enterprises, including by improving the raw material zone, which in turn guarantees the expansion of export geography and confident development of the domestic market.

The agro-industrial association, like the previously existing integration structure, will unite processing and agricultural enterprises under its umbrella. The number of the latter, incidentally, will increase to 29 due to the inclusion of farms from Gluboksky, Dokshitsky, Sharkovshchinsky, and Braslavsky districts. The total number of employees will be about 6,000 people.

The task of the agroholding is to unite the entire chain of operations from field to counter. The sequential production process must include crop cultivation, feed production, processing of milk, beef, pork, poultry, and further sale of finished products.

The creation of a coordinated algorithm for joint actions will help solve many problematic issues. Nikolay Nikolayevich expressed confidence that Vasily Cherednik will be able to create an excellent team capable of implementing the outlined plans.

Impulse of competent decisions

– Cardinal transformations await the region's agro-industrial complex, – emphasized Nikolay Sherstnev. – We set the task to complete the main objectives within three to a maximum of five years. This is possible only if everyone performs their work with maximum quality, efficiency, and responsibility.

At the meeting in Glubokoye, each point of the adopted decree was considered in detail. According to Nikolay Nikolayevich, for the successful operation of agro-industrial associations, whose flagships are chosen as plants and combines with a complete production cycle and the highest revenue concentration, it is necessary to increase the volume of agricultural products obtained and the utilization of production capacities of processing enterprises.

And this is impossible without the creation of modern dairy complexes, the обновление of the outdated material and technical base, the machine and tractor fleet, and the fulfillment of a number of other important tasks. Organizations included in the raw material zones will conduct a unified production, financial, and accounting policy.

Penny by penny

Financial problems that have accumulated in agricultural enterprises over many years have been a restraining factor for them. Thanks to the signed decree, farms have the opportunity to implement their plans in the shortest possible time and achieve high production indicators. Mechanisms for regulating financial relations between economic entities of the region are provided, in particular, this concerns the restructuring of obligations between enterprises and their creditors.

Natalia Balitskaya, Deputy Chairman of the Committee for Agriculture and Food of the Regional Executive Committee, detailed the algorithm of actions provided for under Decree No. 70. And the first thing to pay attention to is the inventory of obligations by March 15 of the current year.

The approval of business plans for agricultural enterprises is also provided for, which must necessarily involve not only economists but also livestock specialists and agronomists in their development.

Based on the data obtained, a general business plan for the development of the structure will be formed, which will clearly calculate the timelines and scope of work to be performed, and the expected results. This will allow for timely measures to resolve specific problematic issues.

The decree provides economic entities with many important preferences, but at the same time, it tightens responsibility for the non-fulfillment of set tasks.

Motivation with Money

In Glubokoye, they also discussed the wages of agricultural enterprise workers. It will be formed primarily considering the growth of milk production. Bonuses for increasing production indicators will be substantial.

The decree outlines measures to retain staff in rural areas and support young specialists. For example, preferences are provided in the form of increased scholarships for students who will study under targeted programs.

By the end of the year, dozens of new residential buildings for young specialists and other promising workers will appear in each of the agro-industrial associations. And another pleasant innovation is that young men who come to farms under targeted training agreements will be called up for reserve service at the request of the regional executive committee.

Agroclasses, established in rural schools, contribute to raising the status of agricultural professions. Agricultural enterprise specialists will need to cooperate more actively with educational institutions, organize educational meetings for schoolchildren with the best workers, invite them to livestock complexes, introduce them to the latest technology, and conduct field lessons.

On Your Marks

The meeting in Glubokoye discussed preparations for spring field work.

– We will try to carry out the sowing campaign with high quality, within optimal agro-technical terms, – emphasized Vasily Cherednik. – The total area of all agricultural land will exceed 160 thousand hectares, of which 99.5 thousand hectares are arable land. We will focus on the operation of high-performance equipment, the introduction of advanced technologies, and increasing the efficiency of land use.

No less attention will be paid to the development of the livestock industry. In particular, at the moment, the total number of cattle exceeds 90 thousand, pigs number about 50 thousand, and poultry – 206 thousand.
