Nikolai Sherstnev is dissatisfied with the work of local authorities on citizens' appeals

Chairman of the Vitebsk Regional Executive Committee Nikolai Sherstnev is dissatisfied with the work of local authorities with citizens' appeals. The head of the region announced this today following a direct line with the region's residents.

The governor emphasized that out of several dozen questions asked, only a few were truly serious, and all the others were caused by the formalism of local authorities.

"Local specialists do not work with citizens, cannot properly explain to applicants what to do to solve a problem, or reasonably explain why an issue cannot be resolved. This causes dissatisfaction and aggression among applicants who call the regional executive committee. Citizens are unhappy that they do not receive answers locally. And this problem runs like a red thread through our direct lines," said Nikolai Sherstnev.

He demanded that the chairmen of district executive committees and city mayors tighten control over specialists who work with citizens' appeals. This is especially true for the housing and communal services sector, which remains one of the most problematic. This issue was also raised during today's direct line. Residents of Vitebsk complained about water in the basement of an apartment building, a water pipe burst in one of the settlements in the Vitebsk region, and water has been flooding households for a week. In the Chashniki district, the problem is the opposite – water outages in one of the settlements. Citizens complained that they clean the entrances themselves, but continue to be charged for cleaning in their utility bills, and spoke about faulty ventilation. Discussing housing and communal services issues, the governor instructed to prepare a list of the most problematic buildings in Vitebsk (those whose residents frequently contact direct lines) in order to personally visit the sites next week. In total, about 30 calls were received during the direct telephone line with the chairman of the regional executive committee today. Residents of Vitebsk spoke about employment problems, asked to improve transport links to the new Medtsentr microdistrict, requested allocation of other plots for individual construction (a power line passes over the received plots, which was supposed to be relocated but never was), and inquired about the completion dates of

construction of a polyclinic and the conditions for issuing vouchers to health resorts for orphans, sought assistance in obtaining housing in a dormitory.

In addition to residents of the regional center, citizens from Novopolotsk, Vitebsk, Chashniksky, Gluboksky, Dokshitsky, and Miorsky districts called the direct line.

Applicants complained about poor roads, spoke about problems with land plots, raised issues of privatization and housing construction, and discussed improving the quality of trade services in rural settlements. The problem of the village of Surazh in the Vitebsk region, which is divided into two parts by the Western Dvina, was acutely raised. There is no bridge here, the ferry is not yet operating - and this causes great inconvenience to residents, as well as leads to huge transportation costs for agricultural enterprises that cultivate fields on both banks. Nikolai Sherstnev delved into each situation in detail, involving the chairmen of district executive committees and heads of departments of the regional executive committee in the conversation when necessary.
