Nikolai Sherstnev: Citizens' appeals are a hint for the authorities on where to strengthen work
Citizens' appeals are a prompt for the authorities on which areas require intensified work. This was noted by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, summarizing the results of today's direct line with the public.
Analyzing the geography of appeals, the head of the region noted that he rarely receives calls from small districts during his direct line. "The larger the district, the more problems. This indicates that local authorities do not reach out to people, do not solve their problems, and therefore issues are raised at the regional executive committee level," said the governor. "We need to systematize work in the areas that residents talk about. These include maintaining order, improving territories, and repairing roads."
The head of the department for work with citizens' and legal entities' appeals of the regional executive committee, Ilona Shulga, reported that the number of appeals to the regional executive committee in the first quarter decreased by 24% compared to last year. At the same time, the most pressing issue for the population remains the housing and communal services sector. Approximately 50% of applications are related to this topic. The condition of roads, public transport operations, and the quality of trade services raise many questions, and employment issues are also relevant for the region's residents. As a positive trend, the head of the department noted a decrease in the number of appeals from residents of the Orsha district.
Today, 19 calls were received during the governor's direct line, with almost half from Vitebsk. One of the most acute issues is the placement of a cafe that cooks shashlik over an open fire in a residential building on Stroiteley Avenue. The conflict between the owners of the catering facility and the residents has a long history and is known to both city and regional authorities. To resolve issues and find solutions, a special independent commission will be created. Nikolai Sherstnev promised the resident who called that he would personally visit the site to assess the situation.
In addition, Vitebsk residents expressed complaints about the operation of public transport and the quality of medical services, and spoke about the need to improve recreational areas and adjacent territories.
Appeals were received during the direct line from
residents of Sennensky, Polotsky, Dubrovensky, Postavsky, Chashniksky districts, Orsha and Glubokoye. Those who got through spoke about the poor performance of rural shops, excessive fees for sewage services (pumping of sewage in private yards), bad roads, and asked to take measures against drinking neighbors, etc. Nikolai Sherstnev delved into each situation in detail, if necessary, connecting the chairmen of district executive committees to the conversation (they worked on-site in video conferencing mode), as well as heads of departments of the regional executive committee, who were present during the direct line. Instructions were given on all issues, and their implementation will be monitored.
