Nikolai Sherstnev presented the new head of the Dubrovno District Executive Committee
Introducing the new head of the district, the head of the main department of organizational and personnel work of the regional executive committee, Vladimir Severin, focused on his biography, professional and business qualities. Oleg Lyndin was born in 1965 in the village of Zhelezkovo, Dubrovno district.
He began his labor activity in 1987 after graduating from the Belarusian Agricultural Academy as the chief engineer of the "40 years of October" state farm. From 2002 to 2010, he headed this enterprise and graduated from the Academy of Management under the President of the Republic of Belarus. Then he became the head of Yakubovo-Agro LLC. In April 2011, he was appointed First Deputy Chairman, Head of the Department of Agriculture and Food of the Dubrovno District Executive Committee.
– The trust placed in me means a huge responsibility. There is a lot to be done for the further development of the district, – emphasized Oleg Lyndin. – And the first task at this stage is to ensure the implementation of the socio-economic development program for 2016-2020. The results in crop production and animal husbandry once again prove that our district is among the best gross-producing regions of the oblast in these indicators. But we are still far from the figures that would allow us to work confidently on the principles of self-financing in market conditions. In plans for this and the following years
years – a gradual increase in the cattle population, including dairy cattle. This year, we will introduce three new production facilities to house groups of dry cows and calves for further rearing. Reducing production and sales costs is a key reserve for increasing the financial stability and profitability of organizations, which will ultimately allow us to overcome the deficit of financial resources. The Chairman of the Regional Executive Committee, Nikolai Sherstnev, agreed that the district's indicators are good, but there is room for improvement. “50% of budget revenues are subsidies,” emphasized the head of the region. – If we break down the district's economy, it becomes immediately clear where we are losing. And we cannot simply wait for life to improve. My first instruction to the new chairman of the district executive committee is to maximize volumes while improving quality indicators and reducing costs. Agriculture is manageable even in difficult conditions.
Nikolai Nikolaevich noted that Dubrovenshchina is a small district, and preferential conditions must be created for the development of entrepreneurship so that small and medium-sized businesses are attracted here.
– Don't wait for them to express their desire themselves, – added Nikolai Sherstnev. – We need to create conditions for them, to suggest to an initiative person in which direction to move. We should grow, but not at the expense of loans. Modern facilities should be built.
pig farms using all technologies. If the joint project with the Chinese is implemented and we build a farm for 6,400 dairy cows in the Dubrovno district, it will be a serious support.
The decision to hold "Dazhynki" in Dubrovno was not made by chance. Firstly, the Dubrovno region is the gateway to Russia. The district needs to be put in order. Much has already been done, but much remains to be done. We must create infrastructure that will satisfy local residents. And Dubrovno, like Tolochin and Senno before it, must be transformed. This is necessary so that our children stay and work here. Therefore, we must move from indicators and farms to the person and provide all conditions for a comfortable life. I wish Oleg Mikhailovich to consistently implement everything planned. I believe in the Dubrovno district and its residents.
Many warm words were said in honor of Anatoly Lukashov, who led the district for 11 years and made it a leading one in several indicators. In gratitude for his work, he received a Certificate of Honor from the Vitebsk Regional Executive Committee from Nikolai Sherstnev and a Certificate of Honor from the Dubrovno District Council of Deputies from Chairperson Elena Tikhonova.
The candidacy of Oleg Mikhailovich Lyndin was approved unanimously by open vote.
