Find growth points to move forward. This is the goal set by the new head of the Shumilino district, Oleg Bykov.

Oleg Bykov is a native of Shumilino. He was born two kilometers from the district center, in the village of Karavainitsa. He began his career in blue-collar jobs at local construction organizations, then headed Shumilino PMK-70. Since 2011, he served as deputy chairman of the district executive committee, overseeing issues of housing and communal services, construction, and architecture. He graduated from the Russian State Trade and Economic University and the Academy of Management under the President of the Republic of Belarus.

– It is a great thing to find local people who are interested in the development of the region. Oleg Petrovich is one of them, – said the chairman of the regional executive committee, Nikolai Sherstnev, who took part in the session of the Shumilino District Council of Deputies, which unanimously approved Oleg Bykov as chairman of the district executive committee.

A few days ago, this candidacy was approved by the President of Belarus, who noted that representatives of the local vertical of power should be active in decision-making. "This is our main link, on which the development of the country depends," emphasized Alexander Lukashenko.

Deputies speaking at the district council session characterized Oleg Bykov as an initiative-taking leader with organizational skills. He knows the region well and can adapt to work in any conditions. His business qualities are also evidenced by the fact that, while director of PMK-70, he received the high title of "Person of the Year of Vitebsk Region".

Find growth points to move forward. About 17% of the economically active population of the district is employed in agriculture, which needs to be brought to a new level. Only by strictly adhering to agricultural production technologies, increasing its volume and quality, can we expect results in the future. At the same time, it is necessary to develop the social sphere, improve the work of housing and communal services, and increase the quality of services. It is imperative to build housing in the district.

– Oleg Petrovich has correctly prioritized and set tasks. It is gratifying that he worked in the team of the former chairman of the district executive committee Alexander Snarov, who did a lot for the development of the region. The Obolsky ceramic plant has emerged from a crisis state, a swimming pool and a sports and recreation complex have appeared in the district center, and streets have been asphalted. But much remains to be done, – said Nikolai Sherstnev.

The Shumilino district, the head of the region noted, is subsidized. Agriculture is not in the best condition. There are no serious investors ready to work in the industry yet.

We need to think about building a new dairy farm for 2,000 head, which will provide raw materials for, among other things, the Shumilino cheese production workshop. Recently, there have been talks about its closure; the chairman of the regional executive committee assured that this would not happen. The workshop needs to be modernized so that its products find their niche and demand among consumers.

Special attention should be paid to the development of small and medium-sized businesses. We should rely on local proactive people and create the necessary conditions for them. Perhaps there will be natives of the Shumilino district who are willing to invest in the development of their small homeland.

The specificity of the region, the head of the region noted, is that Shumilino is halfway between Vitebsk and Polotsk, and young people strive to move to big cities. Therefore, it is necessary to ensure a standard of living that encourages people to stay here. This means creating new jobs, building housing, and social and cultural facilities.

A good help for all this will be the fact that in three years, in 2021, Shumilino will host the regional "Dazhynki". Nikolai Sherstnev announced this at the session, emphasizing that when preparing for the rural workers' holiday, it is necessary to find out people's opinions on which facilities need to be put in order first. And to get to work with sleeves rolled up. The head of the region expressed confidence that the new head of the district will cope with all the tasks.
