The new chairman of the Lepel District Executive Committee has become one of the youngest leaders in the country

Новый председатель Лепельского райисполкома стал одним из самых молодых предриков страны
The Lepel District Council of Deputies, at an extraordinary session, approved Mikhail Kiselevich as the Chairman of the District Executive Committee, who has become one of the youngest heads of the district level of the executive vertical of power in the country.

His predecessor, Boris Efremov, who was appointed Deputy Chairman of the Regional Executive Committee, also stood out for his age when he was appointed to the District Executive Committee six years ago. The focus on youth is one of the most important aspects of personnel policy in Belarus, which the head of state emphasizes. On his instructions, the Presidential Administration formed a special personnel reserve.

After testing and selection, more than 70 young and promising specialists who have proven themselves in local executive authorities were included in it. Their candidacies were proposed by the chairmen of the regional executive committees. This is another requirement of Alexander Lukashenko – to nurture personnel locally.

The new head of the Lepel District Executive Committee, Mikhail Kiselevich, is one of them. He was born in 1988 in Minsk, has been working in the Lepel region since 2013, and before his current appointment, he was the First Deputy Chairman of the District Executive Committee.

Chairman of the Vitebsk Regional Executive Committee Nikolai Sherstnev: Appointments in the Lepel District Executive Committee are an example of proper personnel rotation

— The appointments in the Lepel District Executive Committee are an example of proper personnel rotation; it is ideal when a leader moves up, having nurtured their own replacement, — noted the Chairman of the Regional Executive Committee Nikolai Sherstnev, adding that in such a situation, there is no need to waste time getting acquainted with people and studying the situation, one can immediately get to work. The situation in the region as a whole is such that everyone in their places must live each day with benefit for the common cause. Vitebsk region has a difficult demographic situation, so it is necessary to create conditions for attracting and retaining youth in the region.

By the way, during his tenure as head of the district executive committee, Boris Efremov achieved a lot, but Nikolai Sherstnev particularly noted the fact that the demographic situation in the district has stabilized. People are choosing the Lepel region as a place to live, building houses, and buying summer cottages. And Boris Efremov was chosen for the position of Deputy Head of the Region for the Development of the Agro-Industrial Complex due to his youth, energy, and desire to work.

— We will add experience to him, we will teach him, the main thing is that he does not stop in his personal growth, — emphasized Nikolai Sherstnev.

And he instructed his successor, Mikhail Kiselevich, to increase the attractiveness of the Lepel region for living. To achieve this, it is necessary to solve a threefold task of developing agriculture, industry, and entrepreneurship.

In the agricultural sector, land must be used more effectively. It should yield much greater returns. Moreover, we are talking about multiplying indicators, such as crop yields, by several times. The task is within the capabilities of the new head of the district — having worked in leadership positions, in particular, at the local variety testing station, he has thoroughly studied the potential of the Lepel fields and the crops cultivated on them.

— The work in the district must be organized in such a way that the land initially generates revenue, and livestock products then multiply it, — explained Nikolai Sherstnev.

In addition, agricultural organizations should be strengthened with high-performance, wide-cut machinery, with a target of about one thousand hectares of land per tractor for cultivation.

As for the industrial complex of the Lepel region, the head of the region urged not to rely on the state, but to improve the investment attractiveness and competitiveness of the region. The algorithm for solving this problem is simple: active work with investors, potential partners, including by leveraging interregional cooperation opportunities, and increasing the efficiency of using marketing tools (exhibitions, forums, etc.).

Already today, the non-state sector of Lepel region's economy accounts for at least 30% of the district budget revenues, but even here, the opportunities to expand its contribution to the region's development, as well as to improve the business environment, have not yet been exhausted. Moreover, the local treasury remains subsidized (about 42%), and this is a serious aspect that the new head will also have to work on minimizing.

And in order for Lepel region to retain its place among the top five districts of Vitebsk region based on the results of the current five-year plan, Boris Efremov, addressing the district's active members with farewell words, asked for all possible support for the new chairman of the district executive committee.

— He is a worthy person and a competent leader, I am sure that the district will continue to develop, you just need to lend him a shoulder, give him advice if the situation requires it. After all, over the years of joint work, we have become convinced that people work well where a clear team is formed, and each leader is in their place. And people see the results of such teamwork and give an appropriate assessment, — summed up the Deputy Chairman of the Regional Executive Committee Boris Efremov.

In turn, Mikhail Kiselevich thanked for the trust placed in him and assured that he would continue the course towards improving people's quality of life, and would achieve goals through economic growth, increased efficiency of industries, implementing information and communication technologies, without weakening attention to the social sphere.

When discussing the candidacy for the position of chairman of the district executive committee, deputies noted Mikhail Kiselevich's business and professional qualities, characterizing him as a competent, proactive manager capable of objectively assessing opportunities and quickly making the right decisions, as well as his ability to inspire others to solve tasks and lead them. Many flattering characteristics were also heard regarding Mikhail Kiselevich's personal qualities.
