Nikolai Orlov was approved today as the new chairman of the Vitebsk City Executive Committee by deputies at a session of the city council.
The deputies approved Nikolai Orlov as the new chairman of the Vitebsk City Executive Committee at the city council session today, as reported by BELTA.
The new mayor was introduced to the staff of the executive committee, deputies, and heads of enterprises and organizations of Vitebsk by the chairman of the regional executive committee, Nikolai Sherstnev. He noted that Nikolai Orlov is well acquainted with the regional center, having previously headed the administration of the Pervomaysky district of the city.
The chairman of the regional executive committee outlined priority tasks for the mayor and his team. These include improving the urban environment and creating comfortable living and working conditions for people, resolving issues with vacant factory territories, and actively attracting small and medium-sized businesses to the city. "It is very important that a person who is not an outsider, but one of our own, who was born and raised in Vitebsk, is taking this position.

Nikolai Sherstnev added that Vitebsk enterprises need to more actively work on supplying food products to China. City authorities should also keep track of the performance of unprofitable enterprises, assist them where possible, and address the problems they encounter.
The new Chairman of the Vitebsk City Executive Committee said that the problems he will start working on were identified by the citizens themselves in their appeals and remarks. These are things that everyone sees when they leave their homes. "First of all, the improvement of courtyard areas. Elementary things – benches, urns, beautiful trees, shrubs, clean courtyards. We need to do everything to make Vitebsk a city where people want to live and work. The economy and the work of enterprises, through which the budget will be replenished, are also a priority task," noted the head of Vitebsk. He emphasized that the planned initiatives can only be realized with the participation of citizens and work collectives.

Nikolai Orlov recalled that in 2024, the city will celebrate its 1050th anniversary. The mayor intends to approach this date thoroughly: a program will be created with a list of objects and places in the city that need to be updated and put in order. Within three years, the city leader plans to transform the city so that residents will appreciate it.

Nikolai Orlov knows the city's problems and how to address them," noted Nikolai Sherstnev. He emphasized that the new mayor had worked for 11 years as the head of a district administration and understands how challenging it can be to influence the formation of the city budget to develop one's district. Nikolai Orlov now has a real opportunity to develop Vitebsk through his decisions.
Vitebsk currently has a population of 363,000 people, which is 32.4% of the region's population. Approximately 158,000 citizens are employed in the economy. The number of employed individuals is decreasing each year, the governor pointed out. Nikolai Sherstnev directed the new head of the city to seek resources to reduce the budget deficit of Vitebsk, which was 12% in 2020. "We need to think about where to find reserves, what to grow, and which promising areas to develop," said the chairman of the regional executive committee.
