Regional executive committees may be empowered to provide necessary targeted assistance to enterprises using local budget funds. This opinion was expressed to journalists by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, commenting on the report to the President on the economy's performance for the past period of 2017, the assessment of the year's results, and the draft forecast, budget, and monetary policy for 2018.

Among other things, the report discussed the possibility of granting regional executive committees greater freedom in managing local budget funds. "It's about enabling regional executive committees to individually manage a certain portion of finances that will be earned above the allocated items," the governor explained. "Situations arise in the regions where it is necessary to provide assistance to a specific enterprise, but we cannot do so because there is an established procedure, a certain scheme." He emphasized that this concerns funds earned above the planned amount.

Thus, according to the governor, this is also an additional motivation, an incentive to work better. The head of the region held a personal on-site reception of citizens at OJSC "Orsha Meat Canning Plant" yesterday, visited the production facilities, and held a meeting on the implementation of new investment projects and the improvement of the enterprise's operations.
