Review of Vitebsk Region's Achievements for the Year 2019
Territorial Defense
Last week, at the "Military Security and Defense of Belarus" meeting held at the "Losvido" training ground of the 103rd Guards Airborne Brigade, the Minister of Defense of the Republic of Belarus, Major General Viktor Khrenin, presented a special pennant to the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, for first place in organizing territorial defense based on the results of 2019.
Security
Thanks to the preventive work carried out, there was a decrease in the number of fires in 2019 (by 8.4%) and, as a consequence, a decrease in the number of deaths in fires (by 11.2%).
The team of the Vitebsk Regional Department of the Ministry of Emergency Situations took 1st team place in the republican competition "Best Driver of the Emergency Situations Units of the Republic of Belarus". The commander of the department of the Glubokoye Regional Department of the Ministry of Emergency Situations, Igor Zheltkevich, became the winner of the professional skills competition "Best Rescuer" of the Ministry of Emergency Situations of the Republic of Belarus.
Youth Policy
The Vitebsk Regional Executive Committee was awarded a certificate of honor from the Ministry of Education of the Republic of Belarus and a pennant in the nomination "For significant contribution to the implementation of state youth policy".
The student detachment "Eureka" of Polotsk State University, based on the results of its work at the All-Belarusian Youth Construction project at the Belarusian NPP in Ostrovets, has been winning the nomination "Best Detachment of the All-Belarusian Youth Construction" for many years. The primary organizations of the NGO "BRSM" of the city of Vitebsk, Polotsk district, and the educational institution "Vitebsk State University named after P. M. Masherov" became the best headquarters for labor affairs in the republic.
In the republican project "Volunteer of the Year – 2019", representatives of the Orsha district won in the nomination "Best Training Program for Volunteers".
Agriculture
The crew of OJSC "Orsha Grain Processing Plant" consisting of Sergey Grekov and Maxim Gerasimets threshed 7 thousand 59 tons of grain during the 2019 harvest campaign. This is the best result in the country.
Involvement of Property into Circulation
The largest number of unused and inefficiently used property – 236 – has been involved in economic circulation in the Vitebsk region. 39 facilities have been leased or transferred for gratuitous use. This is the highest indicator among the regions. 66 facilities have been transferred to private ownership, including for the implementation of investment projects, which is also the best indicator in the republic. Together with the Brest region, the Vitebsk region took first place in the number of sold municipal property objects – 90 objects. 25 facilities have been sold to bona fide tenants in the Vitebsk region, which is the second indicator in the republic, the value of the sold objects amounted to over 2 million rubles.
Education
The Main Department for Education of the Vitebsk Regional Executive Committee has been recognized as the best in the country's education system. Based on the results of work for 2019, it was awarded a diploma of the Ministry of Education of the Republic of Belarus in the nomination "Best structural unit of the regional executive committee exercising state-power authority in the field of education".
In the general secondary education system, the results of centralized testing, the republican competition of research works by students, and the final stage of the republican subject olympiad have improved. In 2019, five medals were won at international olympiads.
The team of the Vitebsk region took second place in the final stage of the Union State schoolchildren's olympiad "Russia and Belarus: Historical and Spiritual Community".
In January 2020, the team from the Vitebsk region showed a worthy result at the XVI International Zhautykov Olympiad in Mathematics, Physics, and Computer Science, with our students winning one gold, one silver, and five bronze medals.
In the preschool education system, the Educational Institution "Kindergarten No. 111 of Vitebsk" was recognized as the best preschool institution in the republic based on the results of 2019.
For the fourth time, Vitebsk cadets have also become the best in the Republican Cadet Intellectual and Creative Olympiad "Patriot". The Vitebsk Cadet School has been recognized as the best institution in the cadet education system of the Republic of Belarus.
The staff of the Educational Institution "Vitebsk State Technical College" was awarded a Certificate of the Ministry of Education of the Republic of Belarus for their work results in the nomination "For the best work in ensuring the quality of training personnel with vocational and secondary specialized education in accordance with the requirements of economic sectors".
The region has created the necessary conditions for the development of students' creative abilities and their achievement of high results. Based on the year's results, over 23,000 children participated in creative and sports events of various levels, winning 2.5 thousand diplomas, half of which were of republican and international levels.
Healthcare
The first full-fledged interregional medical center in the republic has been established in Orsha, providing 85% of all types of medical and diagnostic care to residents of Orsha, Orsha, Dubrovno, Tolochin, Senno districts, and adjacent districts of the Mogilev region. High-tech medical care, including X-ray endovascular interventions and joint replacement, is provided within optimal timeframes.
A CAD/CAM system for the production of dental prostheses using computer 3D modeling has been implemented at the Vitebsk Regional Clinical Dental Center. The system utilizes scanners located in inter-district dental centers (Braslav, Beshenkovichi, Glubokoye, Dokshitsy, Novopolotsk, Orsha, Polotsk).
A new polyclinic has been put into operation in the Yug-7a microdistrict of Vitebsk, designed for 1000 visits by the adult population. It serves as an outpatient polyclinic medical center of a new format.
The polyclinic is equipped with modern high-tech medical equipment, including: a computed tomography scanner, a digital mammograph, the region's only densitometer (a device for diagnosing bone system diseases), high-class ultrasound and endoscopic devices, and an ophthalmic laser system.
Labor, Employment, Social Protection
The Committee for Labor, Employment, and Social Protection of the Regional Executive Committee was awarded a diploma of the I degree in competitions among the committees for labor, employment, and social protection of regional executive committees and the Minsk City Executive Committee for achieving the best results in the implementation of key indicators for the development of the socio-labor sphere based on the results of work for 2019.
Dynamic growth in average monthly wages has been ensured. The planned target for wage growth was fulfilled by 103.4 percent. The target indicator for reducing the proportion of workplaces with harmful and hazardous working conditions was met by 1.6 percent, exceeding the target of at least 1 percent. The rate of occupational morbidity has been the lowest in the republic for several years.
Issues related to pension provision for the population, assistance to families raising children, and low-income citizens are being promptly resolved. State policy in the field of social protection of the population is aimed at increasing the accessibility and quality of social assistance, and further developing the system of social services and social rehabilitation of persons with disabilities. Social support is provided to citizens by 25 territorial centers for social services for the population, which have provided more than 101 thousand one-time social services. In pursuance of the National Action Plan for the implementation in the Republic of Belarus of the provisions of the Convention on the Rights of Persons with Disabilities, day care departments for persons with disabilities operate in all centers of the region. The centers attract foreign gratuitous aid through project implementation.
In 2019, a center for receiving and transmitting information from persons with hearing impairments to emergency and other services was opened in Vitebsk. The Center for Social, Labor, Household, and Physical Rehabilitation of Persons with Disabilities of the Lepel District, built using the latest experience in effective energy saving and environmental protection, is operational.
Innovative forms of work and new methods of social and medical rehabilitation are being actively introduced, and therapeutic and labor workshops are operating. The work carried out has made it possible to ensure a life expectancy of 82 years for residents of general-type boarding houses and 74.1 years for residents of psycho-neurological boarding houses.
Sports, Tourism
Vitebsk region was demonstratively represented at the II European Games 2019 in Minsk. Athletes from the region won 16 medals, including 6 gold, 7 silver, and 3 bronze, which allowed the region to take 3rd place among the regions and the city of Minsk. In total, athletes from the region won 154 medals (80-41-33) in official international competitions by the end of the year, which is the third highest indicator in the republic.
The region took third place in the number of medals won at the World Championships in Olympic sports, and first place among the regions and the city of Minsk in the number of medals won at the European Championships.
