March 25, Vitebsk / Diana Kurilo - BELTA /. The Healthcare Development Program for 2010-2012 was approved today at a meeting of the Vitebsk Regional Executive Committee, reports a BELTA correspondent. The program provides for a set of measures that would fully ensure the region's population access to quality medical care and allow for the effective use of budget allocations, said Yuri Derkach, head of the healthcare department of the Vitebsk Regional Executive Committee, presenting the program. The document is aimed at developing primary healthcare, high-tech diagnostic and treatment methods, and disease prevention. Over the next three years, it is planned to renovate and purchase modern equipment for women's clinics, maternity hospitals, and gynecological departments of hospitals in the region. In particular, it is about purchasing equipment for diagnosing intrauterine infections and developmental disorders. Approximately Br2 billion is needed for these purposes. The technical re-equipment of the regional children's, adult, and infectious disease hospitals, as well as the emergency hospital in Vitebsk, will continue. According to the program developers, increasing the number of social beds at district medical facilities will create favorable conditions for single elderly people to live and receive timely medical and social assistance. This year, it is planned to open an additional 350 such places in the region. The economic effect of the social beds is estimated at more than Br6 billion. The program provides for filling the deficit of medical personnel, including narrow specialists. In 2010, it is planned to assign 238 graduates from four medical universities of the country to the Vitebsk region. More than 60% of them will be sent to outpatient clinics in rural areas and towns. The computerization of medical institutions has not been overlooked, which will also save funds on duplicating laboratory tests and simplify the work of medical staff. The total funding for the program implementation over three years will amount to Br2 trillion. As Yuri Derkach emphasized, this amount includes all expenses for the sector, including staff salaries and the maintenance of medical institutions. Annually, about Br600 billion is allocated from the regional budget for healthcare. -0-
