About a hundred facilities will be renovated in Yezershchyna by the 75th anniversary of liberation from the Nazi invaders
In December, the northern outpost of the Vitebsk region will celebrate the 75th anniversary of liberation from the Nazi invaders – this is a serious motivation for the successful renewal of the settlement. The strategic goal is to launch the process of self-development of the territory.
The urban settlement is included in the program for the improvement of settlements in the Vitebsk region, developed by order of the head of state and designed for five years. It is planned that annually two settlements (this year the second is Bolbasovo) with the potential for significant economic and social effects will be put in order.
The urban settlement of Kopys in the Orsha district was taken as a basis. Its example demonstrated the main elements of the "village of the future" concept developed by the institute "BelNIIPgradostroitelstva". Its essence is to maintain social standards in rural areas at a level as close as possible to urban ones.
The other day, at a regional meeting chaired by Chairman of the Regional Council of Deputies Vladimir Terentyev, the roadmap for the transformation of the urban settlement was adjusted, and clear tasks were set for enterprises and organizations regarding the scope, deadlines, and sources of funding for repairs. Such a management mechanism allows for more efficient use of limited investment resources.
As Vladimir Terentyev noted, Ezerishche was not chosen by chance. Located just a few kilometers from the Belarusian-Russian border, the urban settlement is the gateway to the region and remains neglected, unlike similar settlements on the periphery of the region, which have been put in order. Therefore, the program for its improvement turned out to be extensive and challenging. Particular attention was paid by the participants of the meeting to social sphere facilities, the condition and transformation tactics of which were determined directly during visits to budgetary institutions.
Significant changes await the secondary school building and its adjacent territory, the kindergarten, the hospital, the House of Culture, and about two dozen residential buildings. The engineering and transport infrastructure will be improved, including plans to replace approximately a quarter of the water supply and sewerage networks, renovate the pavement on three streets, as well as transport arteries near the urban-type settlement.
The program includes the installation of two playgrounds, improvement of street lighting (80 modern lamps will be installed), and the organization of container sites for garbage. Vitebsk Oblpotrebsoyuz is improving its trade and public catering facilities, while simultaneously working with potential investors to bring vacant structures into use. There is a lot of work to be done, so all services and enterprises need to get more actively involved in the process in order to report to the residents on the successful completion of tasks on time, rather than making excuses for sluggishness and organizational missteps.
– At the moment, the documentation should be fully prepared for the builders to start working on the sites, but some structures have been slow to act, which is why they were criticized at the meeting, – noted the head of the regional council, adding that such delays and a wait-and-see attitude are unacceptable and can lead to serious consequences, including personnel changes.
The transformations will affect literally every corner of the urban-type settlement, so residents will also have opportunities to show activity and initiative. For example, it is obvious that, unfortunately, Yezherishche is becoming overgrown today – and this is already the responsibility of local communities.
– The district executive committee is responsible for coordinating the overall work, and the rural council needs to organize the residents of the urban-type settlement, – emphasized Vladimir Terentyev. – Villagers can look around at what is happening around their houses and plots and bring these areas into order.
However, both the regional authorities, the district leaders, and the local residents understand that for the urban-type settlement to have a future, its economic potential must be developed. This aspect, by the way, was decisive in forming the list of settlements to be included in the program.
As Vladimir Terentyev explained, the choice fell on those that retain development prospects. Therefore, today issues of placing production facilities, creating enterprises, and attracting investors to the urban settlement are being worked out. Otherwise, the forces and resources spent on superficial improvements and creating comfortable living conditions will prove to be fruitless.
