By 2020, the Orsha district should achieve development indicators above the regional average

By 2020, the Orsha district is expected to achieve development indicators above the average for the Vitebsk region. The development of the district was discussed yesterday at a meeting of the Presidium of the Council of Ministers.

As noted by Prime Minister Andrei Kobyakov, some positive progress was made last year. Thus, in 2017, industrial production in comparable terms amounted to 102% of the previous year's level, gross agricultural output was 107.6%, goods exports were 105.2%, and real wages were 105.6%.

At the end of the year, a net profit of Br35.3 million was obtained (in 2016, there was a net loss of Br1.7 million). Last year, the second stage of modernization of the Orsha Flax Mill was completed, and the outpatient department of the Semashko Hospital was commissioned. The construction of a multimodal industrial and logistics complex in Bolbasovo has been launched, and new projects are being prepared.

To comprehensively address the problems of the Orsha district, a program for its socio-economic development until 2020 has been prepared and approved. In particular, it identifies growth points, priorities, and key development parameters. A list of the most important investment projects has been compiled. Unused and inefficiently used real estate objects have been inventoried, and methods for their involvement in circulation have been determined. A comprehensive plan of measures for the development of the Orsha district is being implemented. "This plan is not dogma. New issues arise in the process of work. Therefore, it is supplemented and adjusted," explained Andrei Kobyakov.

The current, third edition of the plan takes into account the provisions of the program until 2020. It defines the main development parameters of the district in comparison with the regional average. For each of them, the district should exceed the regional level by 2020. The plan includes a list of investment projects. Each republican government body, the Vitebsk Regional Executive Committee, and the Orsha District Executive Committee have a designated specific manager coordinating the work on the development of the district. For most measures, numerical results of their implementation are set, and stages of execution are described in detail. The plan defines a system for monitoring its implementation. "This plan is becoming and will be the only

a set of measures for the development of the district at the republican level. At the next adjustment, all decisions of today's meeting and the past Presidium will be included in it. This approach allows for a more systematic approach to the district's issues and the organization of effective control over the adopted decisions," noted Andrei Kobyakov. The tasks of the comprehensive plan are detailed and specified in the sectoral and regional plans for the development of the Orsha district.
