Staffing, ensuring decent wages, and building production technology are the components of success and profitability of an agricultural enterprise. This was announced today to journalists by the Prime Minister of Belarus, Sergey Rumas, following a visit to two agricultural enterprises in the Dokshitsy district - OAO "Begomlskoye" and OAO "Torguny".

"We familiarized ourselves with enterprises that were transferred to investors. They have been operating under the management of new owners for the second year, and we see the results. At OAO "Torguny", for example, many indicators have increased by 40% to 60%. The main indicator of success is wage growth, as required by the President. In March of this year, compared to March last year, wages at this enterprise increased by more than 40%," noted Sergey Rumas.

Currently, the figure is still modest - Br640. However, according to the investor, by the end of 2020 - the beginning of 2021, the average wage at OAO "Torguny" will be $500. "It is evident that the investor cares not only about making it a highly profitable production, but also about ensuring that the people who work the land have decent wages. And at the same time, labor productivity will definitely grow at an accelerated pace," added Sergey Rumas. OAO "Torguny" (since 2018 managed by UP "Molochaya Pravda", a subsidiary of OAO "Turovsky Molochny Kombinat") is an example of the dictatorship of technology in the agro-industrial complex, as the authorities call it, or simply a competent, business-like approach, as the investors themselves understand it.

The Director of UP "Molochaya Pravda", Igor Chernyavsky, said that all fields at the farm are digitized, and the equipment is equipped with an online tracking system. The fleet renewal with the arrival of the management company was global. In general, the enterprise's development plan provides for a doubling of the dairy herd (to 5 thousand heads), for which the "Glinnoye" complex is currently being reconstructed, and the construction of the "Veter" MTC is starting. In 2020, the construction of a new dairy farm for 2.4 thousand dairy cows is planned. "Year

management, we were, so to speak, putting out fires. This is my subjective assessment. Although it cannot be said that we took over a weak farm," noted Igor Chernyavsky. The focus is on quality indicators, for which a contract has even been concluded with a private company that advises on competent livestock feeding, fodder harvesting technologies, including assessing the work directly at the farm's facilities and fields.

Overall, the investor assesses the farm's potential as very large, there are good employees who are ready to have their salaries increased for their worthy work. "Investors initially start building the technology correctly. A failure at any stage will lead to the fact that the result will not be achieved. We see that the plans for 2020 are to make the OJSC highly profitable in terms of crop production and milk production," concluded Sergey Rumas. OJSC "Begomlskoye" is also part of the raw material zone of OJSC "Turovsky Dairy Combine". Since November 2017, 100% of the shares have been owned by OJSC "Vitebskdrev". The farm's livestock base includes two livestock complexes with a total of 1362 head, including 720 cows. A large modernization project for the "Dobrun" livestock complex is currently being implemented here. It will require highly qualified specialists to service it, who need housing. Two proposals were made: to allocate 4 apartments in the multi-apartment building planned for construction for those in need, or to build houses.

"We must start with personnel, without them it is impossible," noted the Prime Minister. - The construction of facilities is not the main issue. Unfortunately, in half of the newly built complexes, we cannot achieve the average milk production level for the republic. This is food for thought for everyone responsible for the agricultural sector."

The Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, agrees with this: it is important not to allow there to be no one to work with modern equipment.

In addition, in the village of Margovitsa, OJSC "Begomlskoye" has been implementing an agro-ecotourism development project based on a farm since 2017. In this natural area near the reserve, it is planned to combine the production of environmentally friendly products with

providing services of a recreation center. Much has already been done: premises for keeping chickens, geese, muscovy ducks, sheep, horses have been equipped, and part of the buildings has been erected. However, the business plan for the development of "Begomlskoye" has been finalized, and the implementation and payback periods have been shifted. There is a need for an extension to the cowshed for 250 heads and a warehouse for grain storage. "Documentation, expertise - everything is available. We just need a decision: do we proceed or not. And quickly. Then we are ready to carry out the work," said Oleg Pinchuk, Chairman of the Dokszyce District Executive Committee, outlining the reason for the delay.

"The first stage, what has been agreed upon, needs to be done already. To build a cowshed for 250 heads and a warehouse for grain storage, to dig a lake, to build silage towers. The rest should be finalized according to the plan," the Prime Minister outlined the course of action for the facility in Margovitsa.

Sergei Rumas is on a working trip to the Vitebsk region on April 26-27. He familiarized himself with the production and financial condition and development prospects of OJSC "Begomlskoye", the "Veter" dairy farm of OJSC "Torguny", the progress of spring field work, and laid flowers at the "Shunevka" memorial complex. Next, the Prime Minister will visit OJSC "Polotsk-Steklovolokno", where he will review the current state and development prospects of the enterprise. Familiarization with the improvement of Polotsk is also planned. On April 27, a visit to OJSC "Naftan" is scheduled, including a review of the results of financial and economic activities, the state of the oil product markets, and the implementation of the enterprise's investment projects.
