Temporary relocation during major renovation of a house and water quality. A number of questions were received from Orsha residents at the "Big Conversation with the President".
On the eve of and during the "Big Conversation with the President," residents of Orsha and the Orsha district also addressed the Head of State.
The most pressing and topical issues for them are wages, provision of benefits to certain categories of citizens, life support, and the dynamic development of the district. Some of the appeals are of a personal nature.
For example, a resident of house No. 10 on Tekstilshchikov Avenue in Orsha complained about dampness and mold in her apartment and asked when the house would be repaired.
The housing and communal services department of the Orsha District Executive Committee explained that the facade of the house was repaired as part of the major overhaul. In 2014, work was carried out to repair the roof, blind area, and entrances. In July 2018, cracks in the plaster layer of the facade were caulked and sealed. Metal drainage systems were installed on the projection above the balcony.
As for the dampness, to eliminate it, the unitary municipal enterprise "Orshakomkhoz" has worked on revising the consumption of thermal energy for the heating needs of the house and adjusted the heat meters. Monitoring of the condition of the walls inside the living premises for the formation of new dampness spots will be carried out before the end of the heating season. The issue is under control.
Major repairs are also a concern for the residents of house No. 16 on Konstantin Zaslonov Street in Orsha. The housing and communal services department informed that during a meeting, the residents of this house expressed their desire to receive equivalent housing in ownership, and as an alternative, they proposed carrying out a major overhaul of the building. The people categorically refused to move into rental housing.
Since the legislation does not provide for options for providing apartments in ownership during resettlement, the district executive committee is working on the possibility of major repairs, taking into account the interests of the residents.
A question was also raised about the high cost of rental housing and the possibility of acquiring it in ownership.
The Orsha District Executive Committee explained that, in accordance with legislation, commercial residential premises are not subject to privatization and sale. They are provided for a fee temporarily for a period of up to five years with subsequent extension, or for the duration of employment (service) relations. As for the fee for using rental housing, it is established by law.
An inquiry about the absence of a shed for storing firewood was received from a resident of the urban settlement of Kopys.
However, on the household plot of the citizen, there is a garage extension and a covered area above the cellar, where the applicant has the opportunity to store firewood.
A resident of the district center was interested in the possibility of installing individual electricity meters in the house.
The woman was explained that this requires the replacement (major repair, reconstruction) of the electrical wiring, and this requires the consent of all residents of the house, as the replacement and repair of intra-apartment electrical wiring are carried out at the expense of the owners.
A resident of Zaslonov Lane in Orsha complained about the low quality of drinking water. However, tests of samples taken from the water dispenser at the specified address showed that the water quality meets the requirements of SanPiN in all indicators.
Orsha residents were also interested in the average wage level in the district.
As reported by the Department of Labor, Employment and Social Protection of the District Executive Committee, the nominal accrued average monthly wage for January-February 2019 in the district was 807.6 rubles, including 803.5 rubles for February.
