The transition to new rental relations did not cause an increase in rental rates in the Vitebsk region

April 13, Vitebsk / Sergey Kochetov - BELTA /. Rental rates for lease agreements of communal property in the Vitebsk region have not significantly changed and are at the level of the fourth quarter of 2009. This was reported to a BELTA correspondent by Svetlana Lukashevich, Deputy Director of the regional territorial fund "Vitebskoblimushchestvo," based on the results of monitoring rental rate changes conducted by the fund in the first quarter of the current year. Rental rate monitoring is carried out in connection with the transition to a unified approach to forming rental rates, which is stipulated by Decree No. 518 "On Certain Issues of Property Lease and Gratuitous Use." To adapt economic entities to the new conditions of lease relations, the "Vitebskoblimushchestvo" fund organized an explanatory campaign, including in district centers. In total, during the process of re-concluding lease agreements, the fund considered about 50 written appeals, which mainly concerned the application of increasing coefficients to basic rental rates, as well as the determination of leased premises areas. Daily, fund specialists received up to 30 oral appeals from economic entities on these issues. In addition, the commission for considering lease relations, operating under the regional executive committee, in close contact with business structures, promptly considered all emerging problematic issues and developed measures for their resolution. Special attention was paid to the formation of rental rates in markets and shopping centers. In total, there are 26 such retail facilities in the region. Currently, lease agreements have been fully brought into compliance with current legislation. During the monitoring, an increase in rates for a number of facilities within 5% was noted, which is due to the cancellation of previously established reducing coefficients for a number of economic entities and organizations. In 2009, over 750 thousand square meters of communal property were leased in the Vitebsk region, and over Br6 billion of rental fees were received by the budget. -0-
