May 28, Vitebsk / Olga Bogacheva - BELTA /. The first victims of the swimming season have appeared in the Vitebsk region, the Vitebsk regional organization of the Belarusian Voluntary Society for the Rescue of People on Water (OSVOD) informed a BELTA correspondent.
For example, swimming ended in tragedy for a 17-year-old student in Glubokoye. After successfully passing an exam, the young man decided to swim in a local pond with a friend. The guy drowned while diving. According to preliminary data, the young men were sober, specialists clarified.
However, alcohol was the cause of drowning of a 33-year-old resident of Orsha, who decided to swim in the river after drinking alcoholic beverages. His body was found a few days later in the Orsha district.
Last year alone, over 60% of drowning accidents occurred due to the victims being in various degrees of alcohol intoxication. Among other causes of drowning are personal carelessness and overconfidence of vacationers, disregard for basic water safety rules, emphasized Denis Shapovalov, senior assistant prosecutor of the Vitebsk region for supervision of legislation enforcement for crime prevention and other offenses.
In total, over 1,000 people have drowned in the region over the past six years. "Given the current situation, the regional prosecutor's office held an expanded meeting of the coordination council for combating crime and corruption, during which a principled assessment was given of the activities of executive authorities, heads of organizations responsible for beaches, and units of the regional OSVOD organization. Specific measures have been developed to ensure the safety of vacationers at reservoirs and prevent accidents on the water. Heads of executive authorities, institutions and organizations of the region have been tasked with providing practical assistance to primary OSVOD organizations in conducting preventive work to prevent accidents and provide the society's units with premises for storing boats and special equipment for rescuing people," said Denis Shapovalov.
In addition, local authorities, units of the regional department of the republican center for health improvement and sanatorium-resort treatment of the population, the department of physical culture, sports and tourism of the regional executive committee, and owners of recreation areas, regardless of ownership, have been tasked with ensuring the operation of departmental rescue posts in swimming areas and rental of watercraft at sanatoriums and tourist bases, as well as conducting diving surveys and cleaning the bottom of beach waters.
In order to prevent accidents, it is necessary to observe precautions when swimming, never enter the water while intoxicated, do not swim in prohibited areas, do not climb on any technical structures in the water, do not jump into the water from boats, boats, piers, do not organize games in the water involving diving and grabbing a swimmer, do not leave young children unattended by adults, and also take other actions that could cause an accident, specialists reminded. -0-
