It will also discuss the holding of events of the Union State for 2009-2010 dedicated to the 65th anniversary of the liberation of Belarus from the Nazi invaders and the 65th anniversary of the Victory in the Great Patriotic War. The Union State will work to perpetuate the memory of the defenders of the Fatherland. The meeting is scheduled to approve the composition of the working group for the preparation of the draft Concept of Social Development of the Union State for 2011-2015. Events are being prepared to mark the 10th anniversary of the signing of the Treaty on the Creation of the Union State. The financial crisis and the instability it caused necessitate more active interaction, the Standing Committee noted. Therefore, the agenda of the Union government meeting includes issues aimed at intensifying trade and economic cooperation between Belarus and Russia and making it even more effective. The upcoming meeting will summarize the results of trade and economic cooperation between Belarus and the Russian Federation in 2008 and the first quarter of 2009, and analyze the results of the implementation of the Plan of Joint Actions of the Government of the Republic of Belarus and the Government of the Russian Federation to minimize the consequences of the financial crisis. The most relevant at the present time are the measures taken by the economic ministries of Belarus and Russia in the field of developing mutual trade and interaction of economic entities in the real sector of the economy. Draft assignments of the Union government to intensify joint work of ministries and departments of Belarus and the Russian Federation have been prepared for the meeting. Current and long-term planning for the development of economies has been introduced. Demand and supply forecasts for certain types of products of the Union State for 2009 will be adopted, and a report on the execution of the Union State budget for 2008 will be heard. The entry into force of the Agreement between the Republic of Belarus and the Russian Federation on the Regulation of Property Issues of the Union State makes it possible to begin developing mechanisms for forming property that may be in union ownership. It also creates a legal basis for conducting research work, within the framework of which methods for accounting and valuing the property of the Union State will be developed and tested. Draft regulatory acts of the Union State regulating the issues of management and use of property in the interests of the Union State have been developed. A working group of representatives of interested ministries and departments of Russia and Belarus has been formed to organize this work. The joint working group has prepared a Plan of Measures for the Development of a Regulatory Legal Framework for the Accounting, Valuation and Management of Assets Created and Acquired at the Expense of the Union State Budget, which is proposed for approval at the upcoming meeting of the Council of Ministers of the Union State. The focus of the Union government is on the implementation of the main directions of migration policy in the territories of the states participating in the Treaty on the Creation of the Union State. Ensuring the creation of a unified migration space requires a comprehensive approach in controlling and managing migration processes in the territories of the states participating in the Union State. One of the main vectors of migration policy is to ensure equal rights of citizens of Russia and Belarus to freedom of movement, choice of place of stay and residence. These issues are regulated by the Agreement on Ensuring Equal Rights of Citizens of the Russian Federation and the Republic of Belarus to Freedom of Movement, Choice of Place of Stay and Residence in the Territories of the Union State, signed on January 24, 2006, which entered into force on February 3, 2009. In order to effectively exercise their rights by citizens of Russia and Belarus, it is advisable to analyze the application of the Agreement by the Federal Migration Service of Russia and the Ministry of Internal Affairs of Belarus during 2009, the Standing Committee noted. The meeting will summarize the results of the implementation of individual programs of the Union State: diesel automotive industry; development and implementation of science-intensive computer technologies based on multiprocessor computing systems; creation of computer technologies, software-reconfigurable equipment, new materials and tools for processing optical parts from micro-optics to astro-optics; improving the efficiency of production and processing of fruits and vegetables based on advanced technologies and equipment. Proposals for the development of new programs in the fields of medicine, microelectronics, nanotechnology, and the creation of pilot production of highly effective and biologically safe drugs have been submitted to the Union Council of Ministers for consideration. -0-
