At the direction of the Deputy Chairman of the Polotsk consumer cooperative, store managers engaged in falsification of records.
March 26, Vitebsk / Olga Bogacheva - BELTA /. At the instruction of the first deputy chairman of the Polotsk consumer cooperative, store managers engaged in falsification. This was announced today at a collegium meeting by Tatiana Khitrova, chief specialist of the Polotsk inter-district Committee of State Control of the Vitebsk region, BELTA correspondent reports.
Thus, in accordance with the deputy chairman's instruction, store managers did not deposit revenue to the bank in the prescribed manner, but transferred it through commodity experts to the central cash desk of the consumer cooperative, where the dates of revenue deposit in the cash receipts were falsified. In particular, to fulfill the plan for turnover growth, the Polotsk consumer cooperative inflated the actual indicator throughout 2009 by including the revenue of the first days of the next month in the reporting month's turnover.
In addition, the organization failed to fulfill one of the main tasks of consumer cooperation - the purchase of products from citizens' personal subsidiary plots. The lack of proper control by officials led to numerous machinations by buyers and commercial agents.
The inspection also revealed a lack of work to maximize the stocking of stores with domestic goods, instances of the Polotsk consumer cooperative's non-compliance with labor legislation, and other violations.
In total, in 2009, the State Control Committee of the Vitebsk region inspected 61 trade and catering facilities belonging to consumer cooperatives. Various violations were identified in all of them. Thus, in 77% of the inspected facilities, facts of selling expired goods were established. In 38%, sanitary norms and rules were violated. In every second facility, information about goods for consumers was missing.
Based on the results of the inspection of the Polotsk consumer cooperative, income tax in the amount of Br20.5 million was restored to the budget. A legal entity was fined Br4.1 million, and two officials were fined Br1.8 million. 32 people were brought to disciplinary responsibility, and five employees were dismissed. In addition, a criminal case was initiated against an apple buyer from the Polotsk district under Part 1 of Article 233 of the Criminal Code of Belarus.
In general, according to state control inspections of consumer cooperation organizations in the Vitebsk region for 2009, 193 violators were brought to administrative responsibility with fines totaling Br24.7 million, and 167 people were brought to disciplinary responsibility. -0-
