Almost 1.4 thousand families in the Vitebsk region have used family capital ahead of schedule

Since the introduction of this type of state support in Belarus, Family Capital has been awarded to over 8,000 families in the Vitebsk region. Since the beginning of this year, opportunities for early use of funds have significantly expanded, with nearly 1,400 families in the region taking advantage of this. Primarily, parents use part or all of the sum to improve housing conditions, with a small portion allocated for education and medical services.

Among those who solved their housing issues with the help of "maternity" capital is the Berashevich family from Vitebsk. Spouses Irina and Alexander are raising two daughters and a son. It was after the birth of their son Ilyusha, four years ago, that the state awarded them a sum equivalent to $10,000 at the time. The parents chose to use these funds without waiting for the boy to come of age.

The Berashevichs live in a three-room apartment, for which they are still paying off a loan taken out as a young family with one child. Part of the family capital, specifically about 16,000 rubles, was directed towards down payments for a new building. They decided not to touch the remaining part of the deposit account for now, especially since in a few years they will need to consider their eldest daughter Maria's university enrollment. The spouses themselves have engineering degrees (the husband works in a design organization, and the wife at VSTU), so they want their children to become qualified specialists.

Raising three children at once is not easy, but it is precisely in the status of a "large family" that the Berashevichs have felt significant support from the state. One of the first benefits was assistance in repaying the apartment loan, which reduced monthly payments several times over. Then, the eldest daughter began receiving free meals at school, and the cost of textbooks was halved. In the new academic year, the middle daughter Anna will start first grade, which will increase the burden on the family budget. Irina herself, as a mother of many children, exercises her right to a shortened work week. She tries to handle all "child-related" matters on her extra day off to avoid taking time off from work. And the opportunity to devote more time to each child is an important privilege for the caring mother.

As explained by Nina Kolymaga, Deputy Chairperson of the Committee for Labor, Employment and Social Protection of the Regional Executive Committee, the current amount of family capital is 22.5 thousand rubles. Starting next year, the amount will be indexed annually, taking into account the growth of consumer prices. A family acquires the right to this type of state support upon the birth (adoption) of the third and/or subsequent child, provided that as of the date of opening the deposit account, the parents are raising at least three children (including the newborn) under the age of 18.

Family capital accrued from January 1, 2020, as well as during the period 2015-2019, can be used ahead of schedule. Funds can be directed towards the construction (reconstruction) or purchase of housing, repayment of housing loan debt and interest payments on them, obtaining higher and secondary vocational education on a paid basis in state institutions, payment for a range of medical services, including oncology, cardio- and neurosurgery, and dentistry. Early use is possible in full or in part, via cashless transactions. To do this, recipients must contact the administration of the district or city at the place of family capital allocation or at the place of registration.
